Job Overview:
The consultant will be responsible for developing and managing a normative proposal that establishes guidelines for the accreditation, operation, and supervision of daycare centers and comprehensive early childhood care centers in Bolivia. This role involves reviewing existing legal frameworks, analyzing relevant documents, and coordinating with various stakeholders to ensure the effective implementation of these guidelines. The consultant will also facilitate inter-institutional dialogues and socialization processes necessary for the validation of the normative proposal, ensuring it aligns with the strategic objectives of the Bolivian government and UNICEF.

Duties and Responsibilities:
  • Develop and agree on a work plan, including a timeline, methodology, and deliverables, in coordination with UNICEF and the General Directorate of Childhood and Older Adults of the Vice Ministry of Equal Opportunities.
  • Review and analyze the document titled 'Guidelines for the opening, accreditation, operation, and closure of daycare centers,' prepared in 2024.
  • Analyze other regulations, technical guides, and relevant documents issued by various state entities related to early childhood care services.
  • Gather relevant experiences from Autonomous Territorial Entities (ETAs) regarding the operation, regulation, and accreditation of daycare centers and early childhood care centers.
  • Conduct a detailed analysis of the current legal and competency framework to identify the responsibilities of the Ministry of Justice and Institutional Transparency in issuing regulations that do not contradict the competencies of ETAs.
  • Coordinate technical meetings with key actors, such as ETAs, the Vice Ministry of Autonomies, the State Autonomy Service, the Ministry of Education, and other relevant entities to establish consensus on the feasibility, scope, and application of the proposed regulations.
  • Update the guidelines document based on contributions and inter-institutional agreements, ensuring its technical, legal, and operational coherence.
  • Develop a normative proposal for the accreditation, operation, and supervision of comprehensive early childhood care centers, based on the review of the current legal framework.
  • Prepare a proposal for the approval instrument of the worked document (Ministerial Resolution or other relevant document). 1
  • Assist the Vice Ministry of Equal Opportunities in the review, validation, and presentation of the updated document to the relevant authorities. 1
  • Create an operational guide or instruction manual to facilitate understanding and implementation of the guidelines by ETAs and implementing actors. 1
  • Develop an executive summary or socialization document in accessible language to support its dissemination and understanding by local authorities and civil society actors. 1
  • Fulfill any other actions or requirements that may arise from the Vice Ministry of Equal Opportunities and UNICEF in the context of the consultancy's objectives.

Required Qualifications:
  • Professional degree in Legal, Social Sciences, or related fields.
  • Minimum of 5 years of work experience in areas related to the development of protocols and/or normative frameworks in child protection.
  • At least 2 years of work experience in public entities linked to protection systems.
  • Knowledge of the institutional structure of the State and the current legal and competency framework.
  • Ability to coordinate inter-institutional efforts, work in teams, and draft normative documents.

Educational Background:
A professional degree in Legal, Social Sciences, or related fields is required. Candidates should have a strong understanding of the legal frameworks and policies related to early childhood care and protection.

Experience:
Candidates must have a minimum of 5 years of relevant work experience, particularly in developing protocols and normative frameworks related to child protection. Additionally, at least 2 years of experience in public entities involved in protection systems is required.

Languages:
Fluency in Spanish is mandatory. Knowledge of indigenous languages or English is considered an asset but not required.

Additional Notes:
The consultancy is expected to be conducted in Bolivia, and candidates must have Bolivian nationality or a work permit for Bolivia. The consultant must have their own equipment, tools, and materials to carry out their services. A health insurance covering outpatient consultations and hospitalization is required, and candidates should include this cost in their budget if they do not currently have insurance. The contract will require compliance with all Bolivian tax obligations, and consultants must provide invoices for payments. The payment process may take up to two weeks after product approval.
