Job Posting Organization:
UNOPS has been operating in Haiti for 20 years, collaborating with the Haitian Government, other UN agencies, and international organizations to support project management, procurement, and logistics services. UNOPS also provides support in communication and governance, as well as technical expertise in engineering and infrastructure to implement projects that positively impact the lives of Haitians. In recent years, the operational center in Haiti has primarily implemented large infrastructure projects such as hospitals, roads, housing, and buildings, as well as health-related procurements including medical equipment and ambulances, along with significant volumes of IT equipment, vehicles, and other goods.

Job Overview:
The Electoral Logistics Coordinator is responsible for overseeing the transportation of electoral materials from the Electoral Bureau to voting centers in collaboration with the Provisional Electoral Council (CEP) and the electoral section of the National Police of Haiti (PNH). The role involves coordinating security" style="border-bottom: 1px dotted #007bff !important;">security plans with the CEP team on the ground, developing a geotagging system and GPS tracking for transport, and creating a database to monitor travel times and identify problematic areas. The Coordinator must also establish contingency plans for transport provider issues, manage procurement processes for transport services, and support the project director in implementing a sustainability plan for CEP interventions. Additionally, the Coordinator will prepare a capacity development plan for the CEP and resolve any logistical issues related to the transport of electoral materials, ensuring participation in preparation meetings and report writing.

Duties and Responsibilities:
  • Develop a transport plan for electoral materials from the Electoral Bureau to voting centers in collaboration with the CEP and PNH.
  • Coordinate with the CEP team on security plans.
  • Collaborate with UNOPS data management team to develop a geotagging and GPS tracking system for transport, and create a database for travel times and problematic areas.
  • Establish contingency plans for transport provider issues.
  • Implement procurement processes for transport services and geotracking systems.
  • Support the project director in implementing a sustainability plan for CEP interventions.
  • Prepare a capacity development plan for the CEP.
  • Resolve logistical issues related to electoral material transport.

  • Ensure deployment and recovery plans for electoral materials are developed for election days, including legislative and presidential elections. 1
  • Provide monthly activity reports. 1
  • Ensure complete delivery of sensitive and non-sensitive materials for legislative elections to the Departmental Electoral Offices. 1
  • Monitor the installation and removal of GPS systems on transport provider vehicles. 1
  • Train CEP staff in logistics.

Required Qualifications:
  • A Bachelor's degree in Political Science, Law, Business Administration, Management, or a related field is required.
  • A Master's degree in Political Science or related fields may compensate for missing years of experience.
  • Minimum of 2 years of experience in logistics (elections, humanitarian) is required.
  • Experience working with electoral management bodies (EMBs), focusing on providing technical advice and/or capacity building is desirable.
  • Professional experience with the United Nations or other international organizations dealing with electoral issues is desirable.

Educational Background:
A Bachelor's degree in Political Science, Law, Business Administration, Management, or a related field is required. A Master's degree in Political Science or related fields may compensate for missing years of experience. Candidates must provide proof of studies (degrees, licenses, certifications, etc.) when submitting their application.

Experience:
A minimum of 2 years of experience in logistics, particularly in electoral or humanitarian contexts, is required. Experience with electoral management bodies and providing technical advice or capacity building is preferred. Professional experience with the United Nations or other international organizations dealing with electoral issues is also desirable.

Languages:
Fluency in spoken and written French is required. Proficiency in Creole is also required.

Additional Notes:
The engagement type is a Local Individual Contractor Agreement (LICA), which is a regular monthly contract requiring continuous services for the duration of the contract, with payments made at the end of each month. The level is ICS-08 / LICA-08 / Local ICA Specialist. The duration of the engagement is indefinite, subject to satisfactory performance, availability of resources, organizational priorities, and project duration.
