Job Overview: The position of Coordonateur logistique électorale involves working under the supervision of the Project Director to manage the logistics of electoral materials. This includes developing transportation plans for electoral materials from polling stations to voting centers in collaboration with the Provisional Electoral Council (CEP) and the electoral section of the National Police of Haiti (PNH). The coordinator will also be responsible for coordinating security" style="border-bottom: 1px dotted #007bff !important;">security plans with the CEP team on the ground, developing a geotagging system for tracking transportation via GPS, and creating a database to monitor travel times and identify problematic areas. Additionally, the coordinator must establish contingency plans for transportation provider issues and support the Project Director in implementing a support plan for the CEP to ensure the sustainability of interventions. The role also includes preparing a capacity development plan for the CEP and addressing any logistical issues related to the transportation of electoral materials.
Duties and Responsibilities: The Coordonateur logistique électorale will be responsible for the following duties:
Develop a transportation plan for electoral materials from the Bureau Électoral Départemental (BED) to voting centers in collaboration with the CEP and PNH.
Coordinate with the CEP team on security plans.
Collaborate with the UNOPS data management team to develop a geotagging system and GPS tracking for transportation, and create a database for travel times and problematic areas.
Establish contingency plans for transportation provider issues.
Implement a procurement process for transportation services and geotracking systems.
Assist the Project Director in implementing a support plan for the CEP.
Resolve logistical issues related to the transportation of electoral materials.
Participate in preparation meetings and report writing. 1
Develop deployment and recovery plans for electoral materials for various election phases, including legislative and presidential elections. 1
Ensure complete delivery of sensitive and non-sensitive materials to the BEDs. 1
Monitor the installation and removal of GPS systems on transportation vehicles. 1
Train CEP staff in logistics.
Required Qualifications: Essential qualifications include a Bachelor's degree in Political Science, Law, Business Administration, Management, or a related field. A Master's degree in Political Science or related fields may compensate for missing years of experience. Candidates must provide proof of studies (degrees, licenses, certifications, etc.) in their GPRS profile when submitting their application. Additionally, a minimum of 2 years of experience in logistics (elections, humanitarian) is required, with experience working with electoral management bodies (EMBs) being desirable. Experience with the United Nations or other international organizations dealing with electoral issues is also preferred.
Educational Background: Candidates must possess a Bachelor's degree in a relevant field such as Political Science, Law, Business Administration, or Management. A Master's degree in Political Science or related fields can compensate for any missing years of experience. It is essential to provide documentation of educational qualifications during the application process.
Experience: The position requires a minimum of 2 years of experience in logistics, particularly in electoral or humanitarian contexts. Experience working with electoral management bodies (EMBs) is preferred, especially in providing technical advice or capacity building. Previous professional experience with the United Nations or other international organizations dealing with electoral matters is also desirable.
Languages: Fluency in both spoken and written French is required, as well as proficiency in Creole. These language skills are essential for effective communication within the role.
Additional Notes: The engagement type is a Local Individual Contractor Agreement (LICA), which is a regular monthly contract requiring continuous services throughout its duration, with payments made at the end of each month. The level of the position is ICS-08 / LICA-08 / Local ICA Specialist, and the contract duration is indefinite, subject to satisfactory performance, resource availability, organizational priorities, and project duration.
