Job Overview:
The Planning Monitoring & Evaluation (PME) Analyst plays a crucial role in the UNFPA State Office by facilitating the monitoring and evaluation of programs and projects. This position requires building strong relationships with program staff, implementing partners, and donors to ensure effective delivery of the country program. The PME Analyst will be responsible for providing quality support in monitoring and evaluation activities, ensuring compliance with UNFPA guidelines, and reporting on M&E requirements in a timely manner. The role involves assisting in the development and implementation of annual work plans, contributing to data collection and analysis, and supporting capacity building efforts in M&E among UNFPA personnel and partners.

Duties and Responsibilities:
The PME Analyst will undertake various tasks under the direct supervision of the State Programme Coordinator and technical guidance from the PM&E Programme Specialist. Key responsibilities include:
  • Implementation of Programme Monitoring and Evaluation Activities: - Assist in developing and updating annual work plans for state programs and projects, focusing on results monitoring and indicators. - Support the preparation of M&E plans that capture qualitative and quantitative aspects. - Design frameworks and procedures for monitoring and evaluation in collaboration with implementing partners and the program team. - Schedule monitoring activities and assign responsibilities. - Collect evidence to ensure results are achieved efficiently. - Aid in data collection and reporting for UNFPA staff and partners. - Maintain and update the PM&E information system.
  • Analysis and Reporting: - Support data management and identify challenges in program/project performance. - Collect and analyze data to assess performance against indicators. - Assist in developing and testing M&E methods and implementing recommendations. - Review and write mandatory project/program reports. - Prepare consolidated progress reports on M&E findings.
  • Capacity Building: - Share M&E findings and tools with UNFPA personnel and stakeholders. - Contribute to training sessions for UNFPA staff and partners. - Engage in knowledge networks and communities of practice.
  • Additional Duties: - Perform any other tasks as required by UNFPA leadership.

Required Qualifications:
Candidates must possess a strong understanding of monitoring and evaluation principles and practices. They should demonstrate excellent analytical skills, attention to detail, and the ability to work collaboratively with diverse teams. Strong communication skills, both written and verbal, are essential for effective reporting and stakeholder engagement. Familiarity with data management software and M&E frameworks is highly desirable. Candidates should also exhibit a commitment to UNFPA's mission and values, including integrity, cultural sensitivity, and adaptability to change.

Educational Background:
A bachelor's degree in social sciences, public health, statistics, or a related field is required. A master's degree in a relevant discipline is preferred and may enhance the candidate's competitiveness for the position. Educational qualifications should reflect a solid foundation in research methodologies and data analysis techniques relevant to monitoring and evaluation.

Experience:
Candidates should have at least 2-3 years of relevant experience in monitoring and evaluation, preferably within the context of international development or public health programs. Experience working with UN agencies or similar organizations is an advantage. Demonstrated experience in data collection, analysis, and reporting is essential, along with a proven track record of supporting capacity-building initiatives in M&E.

Languages:
Fluency in English is mandatory, as it is the working language of UNFPA. Knowledge of Hindi or other local languages is considered an asset, as it can facilitate communication with local stakeholders and partners.

Additional Notes:
This position is a national UN Volunteer assignment based in Jaipur, India. The contract duration is subject to funding availability and satisfactory performance, with no expectation of renewal. The UN Volunteer will be responsible for arranging their own housing and living essentials. The monthly Voluntary Living Allowance (VLA) is INR 64,961.50, with additional benefits including an entry lump sum payment, relocation costs, and exit allowance based on months served. Comprehensive health and life insurance coverage is provided, along with various leave entitlements such as annual leave, sick leave, and maternity/paternity leave.
