Job Overview: The Support Services Manager will report directly to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and will be a key member of the senior management team based in Nairobi. This role encompasses overall responsibility for various support services across the entire country program, including Human Resources (HR), Logistics, and Finance. The manager will be tasked with developing, improving, and implementing processes in these areas while also contributing to the strategic direction of the program. The position requires a proactive approach to capacity building, team management, and coordination, ensuring that all staff are well-equipped to comply with HI policies and procedures. The Support Services Manager will also play a crucial role in representing the organization at meetings and events, supporting local partners, and facilitating the opening of new operational bases.
Duties and Responsibilities:
Capacity Building and Team Management: Enhance the skills of officers and managers in adhering to HI policies and regulations. Provide training to program and support teams on budget management, financial accountability, HR procedures, and logistical processes. Foster autonomy among HR, Finance, and Logistics managers in decision-making and problem-solving. Improve communication and coordination between the head office and field sites, as well as between support services and program teams. Contribute to the development of the Country Programme Strategy to meet program objectives. Represent HI in meetings and events as delegated by the Country Director. Support local partners and the establishment of new operational bases.
Finance Management: Oversee all financial aspects of the country program, ensuring timely and accurate budget preparation, forecasting, donor reporting, and compliance with HI accounting procedures. Collaborate with the coordination team to develop budgets for project proposals. Supervise financial reporting to headquarters and donors, and manage financial transactions and bank operations with the Finance Manager. Ensure staff are informed about finance deadlines and compliance requirements, and supervise audits by donors and government entities.
Logistics Management: Supervise all logistical practices in accordance with HI and donor regulations, including procurement, fleet management, and equipment management. Ensure that logistics processes are understood and followed by all staff. Monitor logistics activity reports and maintain databases and inventories. Develop and implement supply plans that align with annual budgets and project plans. Oversee the management of mission equipment and coordinate the purchasing process among logistics, administrative, and project teams.
Human Resources and Administration: Supervise HR and administrative practices, ensuring compliance with HI rules and local legislation. Oversee recruitment, employee follow-up, salary management, and training. Ensure adherence to HR regulations and legal aspects for employees, including visa processes for expatriates. Review and validate contracts and agreements before they are signed by the Country Director.
Required Qualifications: Candidates must hold a Bachelor’s or Master’s degree in Human Resources Management, Finance Management, Economics, Logistics, or Management. A minimum of three years of experience in NGO Finance, HR, and Logistics management is required, particularly within complex or large-scale country programs and emergency response environments. Candidates should possess strong analytical and synthesis skills, with proven experience in training and local capacity building. The ability to manage stress and work effectively under pressure in emergency contexts is essential. Strong interpersonal and intercultural skills, along with excellent communication and negotiation abilities in English, are mandatory; proficiency in Arabic is considered a plus.
Educational Background: A Bachelor’s or Master’s degree in a relevant field such as Human Resources Management, Finance Management, Economics, Logistics, or Management is required for this position. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively manage the various support services within the organization.
Experience: The position requires at least three years of relevant experience in the NGO sector, specifically in Finance, HR, and Logistics management. Candidates should have experience working within complex or large-scale country programs and in emergency response or humanitarian environments. This level of experience is crucial for understanding the challenges and dynamics of operating in such contexts and for effectively managing the support services required for successful program implementation.
Languages: Fluency in English is mandatory for this position, as effective communication is critical in this role. Proficiency in Arabic is considered an asset, as it may enhance communication with local partners and stakeholders in the region.
Additional Notes: The position is an unaccompanied role with a three-month international contract starting from mid-September 2025, based in Nairobi with regular travel to Sudan. The contract offers social coverage tailored to the individual's situation, including unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. Repatriation insurance is provided by HI. The salary starts at 2850 € gross per month, depending on experience, with a field per diem of 682 € net per month. Employees are entitled to 25 days of paid leave per year and one day of rest and recuperation (R&R) per month, according to the mission's level. Housing is collective and provided by HI, and if the employee is a resident of the country, a local package will be offered.
