Job Overview:
The position involves supporting the process of Technology Needs Assessment (TNA) related to climate change adaptation in the Water Resources Sector under the direct supervision of the National Coordinator of TNA. The contractor will provide technical services for assessing technological needs for climate change adaptation in Venezuela. Expected outcomes include a portfolio of climate technologies for the Water Resources sector, a TNA report detailing prioritized technologies, and an analysis of barriers and enabling frameworks for the deployment of these technologies. The contractor will also be responsible for organizing stakeholder consultations and workshops, identifying and prioritizing technologies through participatory processes, and preparing various reports including the TNA, barrier analysis, and Technology Action Plan (TAP). This role is crucial for ensuring that the technologies align with national development goals and contribute to the implementation of the Paris Agreement.

Duties and Responsibilities:
The contractor will be responsible for a range of tasks including: organizing stakeholder meetings and workshops for technology prioritization and validation of results; identifying and prioritizing technologies for the Water Resources sector through participatory processes; conducting market assessments and identifying barriers to technology implementation; preparing and finalizing reports on TNA, barrier analysis, and TAP; and providing additional inputs as required by the National Coordinator and UNEP Climate Centre. The contractor will utilize best practices and methodologies provided by UNEP and other authorized sources. Specific deliverables include a portfolio of prioritized technologies, TNA report, barrier analysis report, TAP, and policy briefs, all to be completed within specified timelines.

Required Qualifications:
The contractor must possess at least a postgraduate degree in environmental management or related fields. A minimum of 5 years of work experience in the Water Resources sector or related fields is required, with practical experience in climate change adaptation and mitigation in developing countries, ideally in Venezuela and the Latin America and Caribbean region. Experience in research analysis and project management is essential, and prior experience with a national climate agency or organization is desirable.

Educational Background:
A postgraduate degree in environmental management or a related field is mandatory for this position. This educational background should provide the contractor with the necessary knowledge and skills to effectively assess and implement climate technologies in the Water Resources sector.

Experience:
The position requires a minimum of 5 years of relevant work experience in the Water Resources sector or related fields. This experience should include practical involvement in climate change adaptation and mitigation efforts, particularly in developing countries. Familiarity with the specific challenges and opportunities in Venezuela and the broader Latin American context is highly advantageous.

Languages:
Fluency in written and spoken Spanish is required for this position. Additionally, a strong command of English is considered an asset, as it may facilitate communication and collaboration with international stakeholders and resources.

Additional Notes:
The position is part-time and involves working closely with the UNEP Climate Centre. The contractor will report to the General Directorate of Climate Change Monitoring.
