Job Overview:
The Resources Management Officer will play a crucial role in the IOM Bahrain Country Office by managing the resources management functions, which encompass financial, procurement, human resources, and administrative activities. The successful candidate will work under the direct supervision of the Chief of Mission (CoM) and will collaborate with various units at the Regional Office, Headquarters, and Administrative Centres. This position requires a proactive approach to ensure that all financial transactions are processed accurately and timely, and that the office operates within the established financial regulations. The officer will also be responsible for maintaining financial records, monitoring budgets, and preparing reports that comply with donor requirements. The role demands a high level of organization, attention to detail, and the ability to work effectively with diverse teams.

Duties and Responsibilities:
  • Provide overall support to the Resources Management Unit (RMU) in financial, procurement, human resources, and other administrative activities.
  • Assist with monitoring, processing, and reconciling financial transactions and payments to staff and suppliers in a timely manner, while maintaining financial records using the IOM Enterprise Resource Planning (ERP) System in accordance with IOM financial regulations.
  • Monitor budget versus actual financials for operational activities of the Regional Office or Country Office.
  • Review validity checks on monthly payroll projectization results.
  • Review imprest accounts and ensure the safe custody of all available cash.
  • Contribute to the preparation of monthly accounts closure in compliance with the accounts closure checklist.
  • Assist in preparing budgets and accounting, financial, statistical, and donor reports that comply with relevant donor requirements.
  • Maintain a filing system for RMU documents and ensure that all paid vouchers are properly filed and updated.
  • Validate Travel Authorizations and expense claims before dispatch for computation and reimbursement. 1
  • Provide guidance on accounting and financial policies to the Regional Office or Country Office Units. 1
  • Assist with managing the office asset inventory in line with IOM policies. 1
  • Oversee procurement activities, including obtaining quotations and issuing Purchase Requisitions and Purchase Orders. 1
  • Liaise with Regional Offices, Country Offices, and other relevant units regarding financial and administrative activities. 1
  • Perform other duties as assigned.

Required Qualifications:
Candidates must possess a university degree in Accounting, Commerce, or Business Administration with at least four years of relevant professional experience. Alternatively, a high school diploma with six years of relevant experience is acceptable. Professional certifications such as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) are considered advantageous. The role requires a strong understanding of financial management, accounting, and budgeting principles, as well as experience in human resources, procurement, and logistics.

Educational Background:
A university degree in Accounting, Commerce, or Business Administration is required, with a preference for candidates who have additional professional certifications in accounting. A high school diploma may be accepted if accompanied by significant relevant experience.

Experience:
Candidates should have a minimum of four years of experience in financial administration, including financial management, accounting, and budgeting. Experience in human resources, procurement, and logistics is also essential. Familiarity with an Enterprise Resource Planning (ERP) system is required, and prior experience working in an international organization is considered an advantage.

Languages:
Fluency in one of the Organization’s official languages, which include English, French, and Spanish, is mandatory. A working knowledge of another official language is highly desirable. For positions in the General Service category, proficiency in local languages may also be required as specified in the vacancy notice.

This position is full-time and is based in Manama, Bahrain.
