Job Overview:
The Research, Assessment and Monitoring (RAM) Officer position at WFP is crucial for enhancing the organization's capacity to monitor and evaluate food security and vulnerability trends in the Democratic Republic of Congo (DRC). The RAM Officer will play a key role in the design and implementation of assessments, monitoring, and evaluation plans that align with the strategic objectives of the WFP DRC Country Strategic Plan (CSP). This role involves ensuring that relevant strategic information is available to measure progress against these objectives, thereby facilitating informed decision-making and the scaling of best practices. The RAM Officer will work closely with various stakeholders, including field monitors and external partners, to gather evidence and support data collection efforts, particularly in areas with limited access. The position requires a strong focus on capacity development, information management, and the establishment of effective monitoring systems that comply with corporate standards. The RAM Officer will also contribute to the coaching and technical capacity-building of staff and partners, ensuring that the organization can effectively respond to the challenges of food security and vulnerability in the region.

Duties and Responsibilities:
The RAM Officer will be responsible for a comprehensive set of duties, including:
  • Designing and implementing WFP DRC's Assessments Monitoring and Evaluation (AME) plan to provide strategic information for measuring progress against CSP outcomes.
  • Developing data collection systems to assess the effectiveness of WFP interventions, particularly in hard-to-reach areas.
  • Supporting strategic decision-making on evidence-based program design and implementation by ensuring data accessibility and effective use.
  • Ensuring the availability of data for proposal formulation, reports, and audits related to the RAM system.
  • Contributing to the development of national and inter-agency M&E frameworks.
  • Assisting in the establishment of monitoring systems compliant with corporate standards.
  • Producing regular monitoring reports and contributing to national evaluations.
  • Coaching RAM unit staff and implementing partners on research and survey methodologies.
  • Strengthening partnerships for joint programs focused on resilience and impact assessment. 1

  • Enhancing internal knowledge of food security issues to inform decision-making. 1

Required Qualifications:
Candidates must possess an Advanced University Degree in disciplines such as statistics, economics, agriculture, social sciences, demography, development studies, or a field relevant to food security, nutrition, or humanitarian assistance. Additionally, candidates should have at least 3 years of postgraduate experience in food security and/or nutrition, demonstrating increasing levels of professional responsibility. Proven experience in leadership or advisory roles involving large quantitative surveys, particularly in food security, is essential. Candidates should also have experience in designing and managing large household surveys, conducting descriptive and causal analysis, and reporting on food security assessments. Proficiency in SPSS and the Microsoft Office suite, including MS Access, is required.

Educational Background:
The educational background required for this position includes an Advanced University Degree with a focus on relevant disciplines such as statistics, economics, agriculture, social sciences, demography, development studies, or fields pertinent to food security and humanitarian assistance. This advanced degree is crucial for understanding the complexities of food security analysis and the methodologies involved in data collection and evaluation.

Experience:
The position requires a minimum of 3 years of postgraduate experience in food security and/or nutrition, with a proven track record of increasing professional responsibility. Candidates should have substantial experience in leadership roles, particularly in managing large quantitative surveys related to food security. This experience should encompass the design and management of surveys, as well as the analysis and reporting of findings in the context of food security and nutrition.

Languages:
Fluency in French, with strong writing skills, is mandatory for this position. Additionally, candidates should possess intermediate knowledge of English (level B), which is also required to facilitate communication and collaboration within the organization and with international partners.

Additional Notes:
The position is a Service Contract (Level 8) with a duration of 12 months. The role is based in Kinshasa, DR Congo, and is full-time.
