Job Description
Job Posting Organization:
The Local2030 Coalition is a UN system-wide mechanism aimed at advancing the engagement of local stakeholders in achieving the Sustainable Development Goals (SDGs). It operates under the auspices of UN-Habitat, which serves as the permanent co-chair alongside another rotating UN entity. The Coalition is governed by a Steering Committee and supported by a UN Directors’ Group, which includes senior representatives from various UN Agencies, Offices, Funds, and Programmes. The Coalition's mission is to mobilize, engage, and empower local actors to ensure their voices are heard in global discussions, particularly in the context of climate action and sustainable development. The organization emphasizes the importance of strategic partnerships and coordination among UN entities to enhance the effectiveness of local actions towards the SDGs. The Local2030 Coalition Secretariat is part of the Global Solutions Division of UN-Habitat, which is responsible for programmatic delivery and capacity development for Member States and partners. The Coalition is actively preparing for the upcoming COP30 climate conference in Belém, Brazil, focusing on the role of local and regional governments in climate action.

Job Overview:
The consultant will play a crucial role in supporting the objectives of the Local2030 Coalition, particularly in the lead-up to COP3
  • This position involves coordinating and facilitating regional and global consultations and dialogues that focus on the role of local actors in climate action and multilevel governance. The consultant will be responsible for planning and organizing these consultations, ensuring strong participation from member states, local and regional governments, and various stakeholders. Additionally, the consultant will draft detailed reports documenting the outcomes of these dialogues, synthesizing findings and recommendations for presentation at COP3
  • The role also includes contributing to the organization of a high-level event at COP30 that emphasizes local climate action, as well as fostering post-COP30 dialogue with Portuguese-speaking countries to enhance localization efforts. The consultant will work closely with the Team Lead and other members of the Local2030 Coalition to ensure effective collaboration and communication throughout the process.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including:
  • Coordinating and facilitating regional and global consultations and dialogues towards COP30, ensuring strong participation from member states and local stakeholders.
  • Planning and supporting the organization of these consultations, which may be conducted virtually or in-person.
  • Collecting and analyzing inputs from the dialogues and consultations to draft detailed reports that document key findings, outcomes, and recommendations.
  • Producing synthesis reports that consolidate findings and key messages for presentation at COP30 and beyond.
  • Contributing to the design and organization of a local-focused high-level event at COP30, translating key messages from consultations into thematic and programmatic content.
  • Supporting logistics and partnership coordination for successful in-person events at COP3
  • Providing strategic support to Portuguese-speaking countries in establishing platforms for localization and climate action within the Community of Portuguese Speaking Countries (CPLP).
  • Facilitating knowledge exchange and peer learning among CPLP members to sustain momentum and deepen multilevel governance and partnerships.

Required Qualifications:
The position requires an advanced university degree in public affairs, political science, social sciences, urban studies, development studies, or other relevant fields. Candidates must have a minimum of seven years of relevant working experience in research, knowledge development, and normative development. Solid experience in drafting reports, synthesis reports, and policy briefs is essential. Familiarity with the 2030 Agenda and local implementation of the SDGs, as well as issues related to sustainable development and local development, is crucial. Knowledge and experience in local climate action and resilience will be highly valued.

Educational Background:
Candidates must possess an advanced university degree in relevant fields such as public affairs, political science, social sciences, urban studies, development studies, or similar areas. This educational background is essential to ensure that the consultant has the necessary theoretical and practical knowledge to effectively contribute to the objectives of the Local2030 Coalition.

Experience:
The consultant is expected to have at least seven years of relevant working experience. This experience should encompass research, knowledge development, and normative development, particularly in the context of sustainable development and local governance. Candidates should also have a proven track record in drafting reports and policy briefs, as well as experience working on the 2030 Agenda and local implementation of the SDGs.

Languages:
Fluency in English is mandatory for this consultancy role. Additionally, knowledge of Portuguese is considered an asset, as it will facilitate communication and collaboration with Portuguese-speaking countries involved in localization and climate action efforts.

Additional Notes:
The position is home-based and is expected to last for 11 months. The consultant will work under the supervision of the Team Lead and the Head of the Local2030 Coalition Secretariat. It is important to note that the United Nations does not charge any fees at any stage of the recruitment process, including application, interview, or training.
