Job Overview:
The Resource Mobilization and Donor Relations Officer will play a crucial role in developing and implementing UNEP’s resource mobilization strategy. This position involves coordinating global funding dialogues with Member States, ensuring alignment with UNEP’s strategic goals, and enhancing financial support for the organization. The incumbent will work closely with regional offices to identify priority countries for engagement and organize funding dialogue sessions. The role also requires exploring new outreach avenues to secure funding, conducting research and analysis to support resource mobilization efforts, and collaborating with various divisions within UNEP to ensure a coherent approach to funding. The officer will be expected to provide strategic guidance, analyze data trends, and support capacity building across the organization in resource mobilization.

Duties and Responsibilities:
  • Contribute to the development and review of UNEP’s resource mobilization strategy and coordinate global funding dialogues, ensuring coherence with governing body decisions.
  • Lead coordination with Regional Offices on resource mobilization efforts, identifying priority countries and organizing funding dialogue sessions.
  • Engage with UNEP’s UN Country Team to explore new outreach options for Member States and assess feasibility for expanding the funding base.
  • Conduct research and analysis to provide guidance on UNEP’s value proposition and support the identification of results achieved through funding.
  • Collaborate with other divisions to ensure a unified approach to resource mobilization and support capacity building initiatives.
  • Analyze data to identify trends and provide insights for decision-making and reporting.
  • Perform other relevant duties as assigned.

Required Qualifications:
Candidates must possess a strong understanding of financial and budgetary principles, as well as the ability to develop budgetary policies and procedures. They should demonstrate professional competence and mastery of subject matter, with a commitment to achieving results and meeting deadlines. The role requires excellent analytical skills, the ability to interpret data, and a commitment to incorporating gender perspectives in all areas of work. Strong client orientation and the ability to establish productive partnerships with stakeholders are essential.

Educational Background:
An advanced university degree (Masters or equivalent) in international relations, marketing, business administration, social sciences, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.

Experience:
A minimum of seven years of progressively responsible experience in project or programme management, administration, or a related area is required. At least five years of experience in resource mobilization, policy guidance, or international relations is essential. Proven experience in developing communication strategies and managing partnerships with Member States and donors is desirable. Experience working in international organizations and issues related to the environment is also preferred, along with at least two years of experience in data analytics or a related area.

Languages:
Fluency in English is required, as it is one of the working languages of the United Nations Secretariat. Knowledge of another UN official language, such as French, is desirable. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while 'knowledge of' indicates a rating of 'confident' in two of the four areas.

The appointment against this post is for a period of 364 days and may be subject to extension. This position is classified as a temporary assignment, which may provide the successful applicant with an opportunity to gain new work experience.
