Job Overview:
The Environmental Engineer position is critical in the rehabilitation of the Kiteezi Dumpsite, which has faced significant structural collapse and environmental risks. The role involves applying the Fukuoka Method, a semi-aerobic landfill management technique, to stabilize the site and mitigate risks associated with methane emissions and leachate contamination. The engineer will provide technical support to ensure that environmentally sound engineering solutions are implemented effectively, contributing to the overall goal of sustainable solid waste management. This position requires collaboration with local authorities, particularly the Kampala Capital City Authority (KCCA), to strengthen local capacity through training and knowledge transfer, ensuring that the site can be sustainably managed beyond the project's duration.

Duties and Responsibilities:
The Environmental Engineer will be responsible for a variety of tasks, including conducting field-level assessments and baseline environmental diagnostics of the Kiteezi dumpsite. The engineer will support the design and review of rehabilitation plans, focusing on critical aspects such as slope stability, drainage systems, gas venting, and leachate treatment infrastructure. Daily supervision and monitoring of site work will be essential, ensuring that all engineering activities comply with environmental safeguards and national regulations. The engineer will also provide technical input into construction tender specifications, conduct soil and waste stability analyses, and propose engineering solutions for waste layer compaction and slope reinforcement. Additionally, the role involves training and capacity building for KCCA engineers and dumpsite workers, monitoring methane emissions, liaising with technical teams, and contributing to the development of the dumpsite's Operation and Maintenance Plan. Drafting technical progress reports and providing support during evaluations and donor reporting are also key responsibilities.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in environmental science, management, engineering, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of two years of progressively responsible experience in solid waste management, landfill engineering, or environmental infrastructure projects is required. Proven ability to coordinate with multiple stakeholders, including government entities, communities, and international partners, is essential. Knowledge of environmental safeguards, leachate and methane gas management is desirable, as is experience working within the United Nations Common System or similar international organizations.

Educational Background:
The position requires an advanced university degree (Master’s degree or equivalent) in a relevant field such as environmental science, management, or engineering. Candidates with a first-level university degree may be considered if they have two additional years of relevant experience. This educational background ensures that the candidate has a solid understanding of the principles and practices related to environmental engineering and solid waste management.

Experience:
The ideal candidate should have at least two years of progressively responsible experience in solid waste management, landfill engineering, or environmental infrastructure projects. This experience should demonstrate the ability to manage complex projects and coordinate with various stakeholders effectively. Familiarity with environmental safeguards and waste management regulations is also important, as is experience in a UN or similar international context.

Languages:
Fluency in English, both oral and written, is mandatory for this position.
