Job Overview:
The Senior Programme Assistant will work under the overall supervision of the WASH Programme Manager and the direct supervision of the National Officer (WASH). This role involves coordinating the implementation of WASH activities, ensuring compliance with donor requirements, and monitoring project activities to meet their intended scope, time, and budget. The assistant will prepare and review technical specifications, monitor project implementation through regular site visits, and verify the proper utilization of materials. Additionally, the role requires maintaining effective communication with stakeholders, preparing progress reports, and ensuring that all necessary permits are obtained from local authorities. The Senior Programme Assistant will also contribute to contingency planning for potential WASH emergency responses and perform other duties as assigned.

Required Qualifications:
Educational Background:
Candidates must possess a Bachelor’s Degree or higher in relevant fields such as Engineering (Civil, Environmental, Mechanical, or Chemical), Geophysics, Hydrogeology, Geology, or Public Health. The educational institutions must be accredited and listed in the UNESCO World Higher Education Database.
Experience:
A minimum of 6 years of experience is required, with a reduction to 4 years for candidates holding a University Degree. Experience should be in implementing water, sanitation, and hygiene-related projects, preferably in the humanitarian field, demonstrating a strong background in project management and execution.
Languages:
Fluency in English is required for all applicants, both oral and written. Working knowledge of local languages is desirable. IOM's official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process.
Additional Notes:
The position is subject to local recruitment, and only candidates with a valid residence and work permit for Nigeria will be considered. The appointment is contingent upon medical fitness certification, verification of residency, and necessary government authorizations. IOM has a zero-tolerance policy regarding conduct incompatible with its objectives, including discrimination and harassment. - Coordinate the implementation of WASH activities in accordance with project work plans and donor requirements.
- Monitor project activities to ensure they meet scope, time, and budget constraints.
- Prepare and review technical specifications, Bills of Quantities (BoQs), and drawings for WASH infrastructure.
- Conduct regular site visits to monitor project implementation and verify material utilization.
- Collaborate with contractors to ensure timely completion of activities and prepare completion certificates.
- Work with administrative units for contract management and final payments.
- Plan and coordinate procurements in line with approved specifications.
- Maintain communication with stakeholders and prepare regular progress reports.
- Ensure proper archiving and sharing of project data and information. 1
- Obtain necessary permits and authorizations from local authorities. 1
- Provide information for project proposals to attract potential donors. 1
- Contribute to contingency planning for WASH emergencies. 1
- Perform other related duties as assigned.
Required Qualifications:
- Bachelor’s Degree or higher in Engineering (Civil, Environmental, Mechanical, or Chemical), Geophysics, Hydrogeology, Geology, or Public Health.
- Sound knowledge of water, sanitation, and hygiene principles for humanitarian assistance.
- Relevant training in the field is also required.
- Knowledge of CAD, GIS, and Excel is essential.

- Ability to work with minimal supervision is crucial.
