Job Posting Organization:
The Climate and Clean Air Coalition (CCAC) is a partnership that includes governments, intergovernmental organizations, and representatives from the private sector, environmental community, and civil society. Established to address the urgent need for integrated climate and clean air solutions, the CCAC focuses on reducing emissions of short-lived climate pollutants (SLCPs) such as methane, black carbon, HFCs, and tropospheric ozone. The CCAC aims to facilitate fast actions that can significantly reduce the rate of near-term warming, thereby contributing to global climate goals. Vanuatu joined the CCAC in 2024, demonstrating its commitment to combat SLCPs and enhance its climate policies. The coalition operates globally, engaging with various stakeholders to promote effective climate action.

Job Overview:
The National Consultant will play a pivotal role in leading the coordination and implementation of CCAC projects and engagement at the national level in Vanuatu. This position involves consulting across various ministries and engaging with regional and international stakeholders on SLCP issues. The consultant will be responsible for identifying priorities and needs related to SLCP action and supporting the Government of Vanuatu in implementing mitigation measures and enhancing climate and clean air quality policies. The consultant will also work closely with the Climate Diplomacy team and the Vanuatu Ministry of Climate Change, Adaptation, Meteorology and Geo-Hazards, Energy, Environment, and National Disaster Management. The role is crucial for reinforcing Vanuatu's commitment to addressing climate and air quality challenges and ensuring sustained engagement in global efforts to mitigate SLCPs and protect public health.

Duties and Responsibilities:
  • Lead the coordination and implementation of CCAC projects in Vanuatu, ensuring participation and buy-in from government stakeholders.
  • Engage with sub-national governments and civil society to promote CCAC-supported SLCP activities.
  • Coordinate all CCAC activities in collaboration with the CCAC Focal Point, assisting in national SLCP planning and policy implementation.
  • Support the delivery of the CCAC project focused on enhancing air quality and emissions standards for the transport and maritime sectors.
  • Facilitate coordination between government sectors and ministries, including organizing training activities and gathering necessary data.
  • Submit SLCP mitigation proposals to relevant funding mechanisms and provide guidance for investment plans.
  • Contribute to MRV enhancing projects and participate in monthly CCAC calls to share updates and coordinate advocacy efforts.
  • Represent Vanuatu at high-level SLCP events and present at CCAC meetings to showcase successes and challenges.
  • Support the integration of SLCP mitigation measures into Vanuatu’s updated Nationally Determined Contribution (NDC). 1
  • Collaborate with various national government departments and identify new engagement opportunities with the CCAC.

Required Qualifications:
- A Master’s degree or equivalent qualification in environmental management/science, economics, health, project management, finance, administration, or a relevant field is required. - A minimum of 2 years of professional experience in fields related to environmental management, climate change, economics, health, project management, or finance is essential. - Proven ability to provide technical assistance to governments and stakeholders is required. - Strong communication skills, both written and oral, are necessary for effective engagement with multiple stakeholder groups. - Knowledge of national policies regarding climate change mitigation and air pollution is required, along with a good understanding of SLCPs and related issues in Fiji. - Proficiency in using advanced Excel formulas is desirable.

Educational Background:
Candidates must possess a Master’s degree or an equivalent qualification in a relevant field such as environmental management, science, economics, health, project management, finance, or administration. This educational background is crucial for understanding the complexities of climate change and environmental policies.

Experience:
The position requires at least 2 years of professional experience in a relevant field, demonstrating the ability to work effectively in environmental management, climate change, or related areas. Experience in providing technical assistance to governments and engaging with various stakeholders is essential for success in this role.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. This proficiency is necessary for effective communication and collaboration with national and international stakeholders.

Additional Notes:
The position is expected to last for 12 months. The consultant will be engaged in a full-time capacity, focusing on national SLCP action and coordination efforts.
