Job Overview:
This consultancy position is situated within UNEP’s Climate Change Division, specifically in the GEF Climate Mitigation Unit, Mitigation Branch, Enabling Activities Portfolio. The role is home-based and involves contributing to the Climate Transparency-GSP III project, which is currently in the design stage. The consultant will be responsible for developing the content of activities and deliverables related to the project, particularly focusing on gender-responsive knowledge products and the enhancement of the IPCC Inventory Software. The consultant will work closely with various stakeholders, including UNEP, UNDP, and IPCC TFI, to ensure that the project meets its objectives and adheres to GEF guidelines. The position requires a strong understanding of climate transparency and the ability to engage with diverse stakeholders to facilitate project development and implementation.

Duties and Responsibilities:
The consultant will undertake a variety of tasks, including defining and submitting a detailed methodology and work plan, conducting baseline analyses to identify key barriers and gaps, and engaging in stakeholder consultations. The consultant will also contribute to the development of the CEO endorsement request package, ensuring that all deliverables are aligned with the project’s strategy and results framework. Specific responsibilities include drafting project summaries, log-frames, eligibility criteria, and stakeholder engagement plans, as well as ensuring that gender-responsive methodologies are integrated into the project. The consultant will also be involved in the finalization of the CEO endorsement package, addressing comments from the Project Review Committee (PRC) and ensuring that all required annexes are included. Additionally, the consultant will support the migration of the IPCC Inventory Software to a new platform, enhancing its compatibility and user-friendliness for developing countries.

Required Qualifications:
Candidates must possess an advanced university degree in engineering, economics, environmental sciences, management, or a related discipline. Alternatively, a first-level degree with an additional two years of qualifying experience may be accepted in lieu of an advanced degree. A minimum of two years of experience in software development and improvement is required, along with experience working with the IPCC Inventory Software and the UNFCCC ETF reporting tool. Candidates should also have experience in developing, assessing, evaluating, or managing projects in the fields of climate change, renewable energy, environment, or development. Experience in drafting project proposals and assessing project documents is essential, and familiarity with GEF or UNEP projects is desirable.

Educational Background:
An advanced university degree in a relevant field such as engineering, economics, environmental sciences, or management is required for this position. A first-level degree may be accepted if accompanied by additional qualifying experience. This educational background is crucial for understanding the complexities of climate change projects and the technical aspects of software development and improvement.

Experience:
The position requires a minimum of two years of relevant experience, particularly in software development and improvement. Candidates should have a solid background in climate change projects, including experience with the IPCC Inventory Software and the UNFCCC ETF reporting tool. Experience in project management, proposal drafting, and financial document assessment is also necessary. Familiarity with GEF or UNEP projects, as well as experience working with multilateral or bilateral funding entities, is considered an asset.

Languages:
Fluency in English is required for this consultancy, both oral and written. Knowledge of French is also beneficial, as it is one of the working languages of the United Nations Secretariat. Proficiency in these languages is essential for effective communication and collaboration with international stakeholders.
