Job Posting Organization: The Eastern and Southern Africa (ESAF) Regional Office is a key entity responsible for maintaining continuous liaison with the States to which it is accredited, as well as with appropriate organizations, regional civil aviation bodies, and United Nations (UN) Agencies and programmes. The office plays a crucial role in ensuring interregional coordination and promoting the timely and harmonized implementation of ICAO Strategic Objectives, policies, and decisions. It provides Member States with technical guidance and assistance for effective implementation of Standards and Recommended Practices (SARPs), Procedures for Air Navigation Services (PANS), Regional Supplementary Procedures (SUPPs), and Air Navigation Plan (ANP).
Job Overview: The Air Traffic Management Specialist will report to the Regional Director (RD) through the Deputy Regional Director (DRD) and will be responsible for leading and managing the development of an integrated Air Traffic Management (ATM) System. This includes optimizing airspace and implementing a performance-based approach to regional planning and implementation of the Aviation System Block Upgrades (ASBUs). The specialist will ensure collaboration between ATM and other air navigation fields within the ICAO Secretariat to minimize duplication and enable seamless planning. The role also involves providing support to States in selecting, planning, and implementing relevant ASBU modules, monitoring regional developments related to ATM/SAR/AIM, and developing proposals for amendments to the Africa-Indian Ocean Region (AFI) SUPPs and ANP. The incumbent will also be responsible for facilitating the implementation of ATM/SAR requirements in Annexes and PANS, providing technical guidance to States, and enhancing civil/military coordination for airspace management.
Duties and Responsibilities:
Lead and manage the development of an integrated ATM System and optimize airspace, achieving results such as implementing a performance-based approach to regional planning and ASBU implementation.
Facilitate the implementation of ATM/SAR requirements in Annexes and PANS, providing technical guidance and advice to States.
Implement the ICAO Regional Office Work Programme in the technical/operational field, including preparation of analysis on civil aviation aspects.
Support the Universal Safety Oversight Audit Programme Continuous Monitoring Approach (USOAP-CMA) and participate in ICAO Safety-related activities.
Provide support to the Capacity Development and Implementation (CDI) Programme, serving as a technical focal point for assessing States’ requirements.
Perform other related duties as assigned.
Required Qualifications: An advanced-level university degree (Master’s degree or academic equivalent) in an aviation-related field is required. A first-level university degree combined with two additional years of qualifying experience in an aviation-related field may be accepted in lieu of the advanced degree. A technical qualification in ATM, such as an Air Traffic Control License, may also be accepted in lieu of a first-level university degree.
Educational Background: Candidates must possess an advanced-level university degree (Master’s degree or equivalent) in an aviation-related field. Alternatively, a first-level university degree along with two additional years of qualifying experience in an aviation-related field may be accepted. A technical qualification in ATM, such as an Air Traffic Control License, can substitute for a first-level university degree.
Experience: Candidates should have at least seven (7) years of experience as a qualified air traffic controller with a minimum area control rating in progressively responsible positions. Substantial experience in planning, implementing, and operating advanced air traffic management systems and procedures is essential. Experience in participating in and/or providing service to international meetings is also required, along with considerable experience in ATM safety oversight, preferably with a State civil aviation authority or a Regional Safety Oversight Organization (RSOO).
Languages: Fluent reading, writing, and speaking abilities in English are essential. A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish) is desirable.
Additional Notes: This position is to be filled for a period of 3 years, with the first year being probationary for external candidates. ICAO staff members are international civil servants subject to the authority of the Secretary General and may be assigned to any activities or offices of the Organization. The statutory retirement age for staff entering or re-entering service after January 1, 2014, is 6
ICAO offers an attractive benefit package in accordance with the policies of the International Civil Service Commission (ICSC). Remuneration includes a net base salary of USD $84,672 per annum plus a post adjustment of USD $21,952 per annum, which is subject to change.
