Job Overview:
The Programme Management Officer will play a crucial role in leading the ID-MEX project, which aims to enhance human identification processes in Mexico. This position requires strategic, technical, and managerial leadership to ensure that all UNFPA activities related to human identification are executed effectively. The officer will oversee a multidisciplinary team, ensuring adherence to international standards and fostering partnerships with national authorities, civil society, and international donors. The role is pivotal in addressing the ongoing human rights crisis in Mexico, where many individuals remain missing or unidentified, and will involve significant advocacy and representation efforts at high-level discussions.

Duties and Responsibilities:
The Programme Management Officer will be responsible for the overall management of the ID-MEX project, including strategic planning, financial monitoring, and risk mitigation. Key duties include:
  • Leading the technical and administrative management of the project, ensuring alignment with UNFPA's results-based management approach.
  • Cultivating partnerships with government entities, international organizations, and civil society to enhance collaboration and resource mobilization.
  • Providing expert technical guidance on human identification and forensic crises to national authorities.
  • Managing a diverse team of professionals, fostering a collaborative environment that encourages innovation and results-oriented work.
  • Representing UNFPA in high-level discussions related to human rights and forensic identification, advocating for the needs of families of missing persons.

Required Qualifications:
Candidates must possess an advanced university degree in public administration, law, human rights, management, social sciences, or a related field. Additionally, a minimum of 12 years of professional experience is required, with at least 7 years dedicated to managing human identification or forensic science programs. Proven leadership in complex projects, particularly within international organizations, is essential. Candidates should demonstrate a deep understanding of the human rights and forensic crisis in Mexico, along with a strong professional network in this field. Expert knowledge of international human identification processes and standards is also required.

Educational Background:
An advanced university degree (master’s degree or equivalent) in relevant fields such as public administration, law, human rights, management, or social sciences is mandatory for this position. This educational background is crucial for understanding the complexities of human rights issues and the management of forensic programs.

Experience:
The position requires extensive experience, specifically a minimum of 12 years in relevant fields, with at least 7 years focused on managing human identification or forensic science initiatives. Candidates should have a proven track record of leading large-scale projects and managing diverse teams, demonstrating their capability to navigate complex environments and achieve results.

Languages:
Fluency in both Spanish and English is required for this position. Knowledge of German is considered an asset, enhancing the candidate's ability to engage with a broader range of stakeholders and partners.
