Job Overview:
The Project Control Associate plays a crucial role in supporting the oversight and management of projects within UNHCR. This position is designed to complement programme management by ensuring that project control functions are effectively executed. The incumbent will be responsible for formulating monitoring plans, conducting quality assurance, and verifying project agreements. They will also engage in project audits, monitor financial and operational performance, and participate in multi-functional monitoring activities. The role requires a strong understanding of project risk management and the ability to support project closure processes. The Project Control Associate will work independently on regular assignments while receiving guidance from the Project Control Officer or equivalent management level. This position is vital for maintaining effective partnerships with implementing partners and ensuring compliance with UNHCR's regulatory framework and core values.

Duties and Responsibilities:
The duties and responsibilities of the Project Control Associate include: reviewing internal control systems of implementing partners, ensuring that IP agreements conform to Country Operation Plans and UNHCR policies, maintaining complete project records, analyzing and verifying Financial and Performance Implementing Partner Reports, ensuring funds are available for project disbursements, supporting timely project closures, monitoring budget execution and project quality, maintaining professional relationships with implementing partners, keeping updated on UNHCR regulations, escalating issues to supervisors, recommending acceptance of reports and payments, and managing project-related communications. The incumbent will also be responsible for identifying and managing risks, ensuring decision-making is informed by risk assessments, and performing other related duties as required.

Required Qualifications:
The required qualifications for the Project Control Associate position include a minimum of three years of relevant experience with a High School Diploma, or two years of relevant work experience with a Bachelor’s degree or higher. Essential functional skills include financial accrual accounting, financial auditing, project management, project assurance, and risk management. Proficiency in Microsoft Office and ERP systems is also required. The candidate should demonstrate strong communication, coordination, and organizational skills, with a service-oriented mindset focused on client satisfaction and continuous improvement.

Educational Background:
Candidates must possess a minimum first-level university degree (equivalent to a BA or higher) to count towards the required work experience. While specific fields of education are not mandated, relevant certifications in accounting, auditing, business administration, finance, or project management are considered essential for this role.

Experience:
The position requires a minimum of three years of relevant experience for candidates with a High School Diploma, or two years for those with a Bachelor’s degree or higher. Experience in finance and audit, along with a good understanding of risk management and oversight activities, is highly desirable. Candidates should also have a strong grasp of the programme cycle and internal control frameworks within UNHCR.

Languages:
For this position, knowledge of English is mandatory, and proficiency in the UN working language of the duty station (if not English) is also required. For General Service jobs, knowledge of English and/or the UN working language of the duty station is necessary. A good command of local languages is considered an asset.

Additional Notes:
This position is classified at the GS6 level, with a salary range of NET 806,457 HUF to NET 944,644 HUF. The role is full-time, and candidates must be legally present in Hungary at the time of application, recruitment, and hire.
