Job Overview:
The Resource Management Associate position is integral to the Resource Management (RM) Unit within a Division or Bureau of UNHCR. The incumbent will be responsible for a comprehensive range of resource management functions, which include providing technical assistance in budget management, overseeing allocated resources, and ensuring effective program implementation through partners. The role requires close collaboration with other RM team members and relevant services within the Division/Bureau to monitor and implement activities and budget utilization effectively. The incumbent will also liaise with technical divisions and regional bureaux or country operations, ensuring that resource management aligns with UNHCR's strategic objectives. The position reports to a (Senior) Resource Management Officer and is expected to uphold UNHCR's core values of professionalism, integrity, and respect for diversity while performing duties within the regulatory framework of the organization.

Duties and Responsibilities:
The duties and responsibilities of the Resource Management Associate include consolidating budgetary and financial information to assist in resource allocations at the Division/Bureau level, particularly during the Annual Programme Review and Mid-Term Review. The incumbent will participate in operational reviews and meetings to assist senior managers in determining resource requirements for administration and operations, considering budget ceilings and operational needs. Regular updates and maintenance of accurate budgetary and financial records are essential, including expenditures and budget balances. The incumbent will assist in preparing project proposals and staffing submissions to the Budget Committee and will be responsible for drafting correspondence, reports, evaluations, and justifications related to HR and administrative tasks. Monitoring budgetary trends and reporting significant variances is crucial to ensure full utilization of available budgets. The role also involves supporting the recruitment process for both GS and P staff, preparing vacancy notices, screening applications, and organizing interview panels. Additionally, the incumbent will assist newly-arrived international staff with administrative formalities and support the identification and management of risks impacting objectives in the area of responsibility.

Required Qualifications:
The position requires a minimum of three years of relevant experience with a High School Diploma or two years of relevant work experience with a Bachelor’s degree or equivalent. Essential qualifications include previous work experience in Programme, Administration, or HR, with a solid understanding of administrative functions and support services in an international organization. IT affinity is essential, and familiarity with UNHCR systems such as PeopleSoft/MSRP and Focus is desirable. The candidate should possess strong communication, coordination, and collaboration skills, a service-oriented mindset, and excellent organizational abilities to manage multiple tasks effectively.

Educational Background:
Candidates must have a completed and relevant minimum first-level university degree (equivalent to BA or higher) to count towards the required years of work experience. This educational background is crucial for understanding the complexities of resource management and administrative functions within UNHCR.

Experience:
The position requires a minimum of three years of relevant experience in resource management, administration, or human resources. Candidates with two years of relevant work experience and a Bachelor’s degree or higher will also be considered. Experience in an international organization is highly valued, particularly in roles that involve budget management and program administration.

Languages:
Knowledge of English is mandatory, and proficiency in the UN working language of the duty station (Hungarian) is also required. For national professional jobs, knowledge of the local language is essential. Candidates should demonstrate at least a B2 level of proficiency in the required languages to ensure effective communication within the organization and with stakeholders.

Additional Notes:
The position is classified at the GS6 level, with a salary range of NET 806,457 HUF to NET 944,644 HUF. Staff members holding a fixed-term appointment will accrue annual leave at the rate of 2.5 working days for each full calendar month of service, totaling 30 working days per year. Additionally, staff members will participate in the United Nations Joint Staff Pension Fund (UNJSPF) and will be enrolled in the Medical Insurance Plan (MIP).
