Job Overview:
The National Consultant on Women’s Legal Concerns during Earthquake Recovery will play a crucial role in addressing the legal needs of women and girls affected by the February 2023 earthquakes in Turkey. The consultant will conduct legal analyses based on field observations and collaborate with local stakeholders, including justice service providers and civil society organizations. The position aims to identify and document the legal priorities of women and girls in the affected provinces, facilitate legal information dissemination sessions, and support the development of legal information materials. The consultant will work closely with UN Women and partner organizations to maximize outreach and impact, ensuring that the legal rights of women and girls are prioritized and addressed effectively. This role is essential in fostering women's empowerment and resilience through gender-responsive disaster risk reduction and preparedness interventions, ultimately contributing to the overall goal of enhancing the safety and security" style="border-bottom: 1px dotted #007bff !important;">security of women and girls in the aftermath of the earthquake.

Duties and Responsibilities:
  • Conduct periodic legal analyses based on field observations in collaboration with local stakeholders, including justice service providers, bar associations, and civil society organizations.
  • Identify and document the most current legal priorities of women and girls in targeted provinces, along with potential legal solutions.
  • Facilitate and support legal information dissemination sessions targeting women in collaboration with project partner civil society organizations.
  • Support the conclusion of legal information materials targeting women based on lessons learned from previous tasks.
  • Work closely with UN Women, project partner CSOs, and UN-level earthquake response sectors to maximize outreach and impact.
  • Ensure that the legal rights of women and girls are addressed, particularly in relation to personal matters and rights to assets.
  • Provide technical assistance for enhancing women's post-earthquake legal literacy.
  • Collaborate with women-led organizations to strengthen their capacity in providing legal services and support to women affected by the earthquake.

Required Qualifications:
  • A Master’s degree or equivalent in gender studies, human rights, law, social sciences, or a related field is required.
  • A first-level university degree in law, combined with two additional years of qualifying experience, may be accepted in lieu of the advanced degree.
  • At least 1 year of progressively responsible work experience in gender equality and women’s access to justice is required.
  • Demonstrated experience in legal counselling and/or representation in cases related to the aftermath of the February 2023 earthquakes is required.
  • Experience in legal counselling and/or representation in violence against women and girls cases is highly desirable.
  • Previous experience in conducting awareness-raising interventions for women and girls is desirable.
  • Experience working with governmental organizations, civil society organizations, and international organizations in the field of gender equality is desirable.

Educational Background:
The position requires a Master’s degree or equivalent in gender studies, human rights, law, social sciences, or a related field. Alternatively, a first-level university degree in law, combined with two additional years of qualifying experience, may be accepted in lieu of the advanced degree. This educational background is essential to ensure that the consultant possesses the necessary knowledge and skills to effectively address the legal concerns of women and girls affected by the earthquake.

Experience:
The consultant must have at least 1 year of progressively responsible work experience in gender equality and women’s access to justice. This experience should include demonstrated involvement in legal counselling and/or legal representation, particularly in cases related to the aftermath of the February 2023 earthquakes. Additionally, experience in handling cases of violence against women and girls, as well as conducting awareness-raising interventions, is highly desirable. Previous work with governmental and civil society organizations in the field of gender equality will be beneficial for this role.

Languages:
Fluency in Turkish is required for this position, as it is essential for effective communication with the target population and local stakeholders. A working knowledge of English is also required, as it will facilitate collaboration with international partners and the UN Women team. Proficiency in both languages will enhance the consultant's ability to perform their duties effectively and engage with diverse audiences.

Additional Notes:
The consultancy is field-based in Adıyaman, with a total contract duration of a maximum of 45 working days until 1 March 2026, approximately 5 days per month. The consultant will not be required to maintain full-time presence at UN Women premises, and no travel outside of duty stations is foreseen. Payments will be made monthly based on approved timesheets and deliverables. The consultant is expected to complete all mandatory UN training courses and submit certificates to the supervisor.
