Job Overview:
The Project Development Manager will be responsible for the design, development, implementation, and quality assurance of the Protection from Violence programme. This programme aims to protect displaced people and communities by preventing and responding to violence, coercion, and actions that deny them their rights. The role requires a strategic approach to developing high-quality proposals and budgets for new projects or extensions, ensuring that the programme aligns with NRC's overall mission and objectives. The manager will also lead regular protection risk analyses to inform programming and advocacy efforts, ensuring that the programme is responsive to the evolving needs of the communities served. The position demands close collaboration with various stakeholders, including local authorities, protection partners, and the Protection Cluster, to ensure effective implementation and advocacy for the rights of internally displaced persons (IDPs) and returnees.

Duties and Responsibilities:
The Project Development Manager will have a comprehensive set of responsibilities including: designing and leading regular protection risk analyses; developing a Protection from Violence strategy; creating programme SOPs and tools; ensuring compliance with NRC policies and guidelines; managing funding proposals, project budgets, and donor reports; coordinating and managing project implementation in line with proposals and donor requirements; mapping international and national/local partners for collaboration; ensuring capacity building of project staff; maintaining communication with the Protection Cluster; and promoting the rights of IDPs and returnees. Specific responsibilities include leading the development of high-quality proposals, supporting the implementation of protection analyses, ensuring continuous service mapping, developing strategies for collaboration with national/local protection actors, and ensuring a solid monitoring and evaluation framework for the programme.

Required Qualifications:
Candidates must possess a minimum of 5 years of experience in a senior-level project implementation position within a humanitarian or recovery context, with at least 5 years of experience in the design and management of protection programmes. They should have documented results related to the responsibilities of the position, knowledge of leadership skills, and fluency in both French and English, both written and verbal, is mandatory. Additionally, candidates should have experience working with vulnerable populations, including victims of conflict and displacement, and possess skills in budget management and technical report writing.

Educational Background:
A university degree in social sciences, social work, psychology, protection, human rights, or related fields is required for this position. This educational background is essential to understand the complexities of protection programming and the needs of vulnerable populations.

Experience:
The position requires a minimum of 5 years of relevant experience, particularly in senior project implementation roles within humanitarian contexts. Candidates should have experience in designing and managing protection programmes, as well as working in complex and volatile environments. Documented results related to the responsibilities of the position are also necessary to demonstrate capability and effectiveness in similar roles.

Languages:
Fluency in French and English is mandatory for this position, both written and verbal. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in these two languages to effectively engage with diverse stakeholders and communities.

Additional Notes:
The duty station for this position is Port-au-Prince, Haiti, with a salary grade of 9 on NRC’s international salary scale. The contract duration is 6 months, renewable based on funding availability.
