Job Overview: The Programme Analyst position at UNDP Chile is pivotal in managing the UNDP programme within the thematic area of Governance and Territory. The role involves analyzing political, social, and economic trends, leading the formulation, management, and evaluation of programme activities, and providing policy advice services. The Programme Analyst will supervise and lead programme staff, coordinating activities with various stakeholders including government officials, civil society, and other UN agencies. This position requires a collaborative approach to ensure successful implementation of the UNDP programme, leveraging a portfolio approach to adapt to changing business needs and enhance horizontal collaboration across units and projects.
Duties and Responsibilities:
Contribute substantively to the formulation and implementation of UNDP programme strategies and policies by analyzing the political, social, and economic situation in Chile and providing collaborative inputs to key strategic documents.
Ensure effective management of the CO programme within the assigned thematic areas, focusing on quality assurance and risk management throughout the programme lifecycle. This includes overseeing planning, budgeting, implementation, and monitoring of programme areas, ensuring compliance with UNDP rules and regulations.
Provide top-quality advisory services and facilitate knowledge building by synthesizing best practices, establishing advocacy networks, and supporting policy development in collaboration with government and strategic partners.
Supervise programme and project staff, ensuring effective team management and collaboration across multidisciplinary teams to achieve strategic goals.
Required Qualifications: Candidates must possess an advanced university degree (master's degree or equivalent) in fields such as Business Administration, Public Administration, Economics, Political Sciences, or Social Sciences. Alternatively, a first-level university degree (bachelor’s degree) combined with two additional years of qualifying experience will be considered. Relevant experience at the national or international level in management advisory services, design, monitoring, and evaluation of development portfolios is essential. Proficiency in office software and web-based management systems is also required, along with desirable experience in partnership-building and qualitative research.
Educational Background: An advanced university degree (master's degree or equivalent) in relevant fields is required for this position. A first-level university degree (bachelor’s degree) may be accepted if accompanied by additional qualifying experience. This educational background ensures that candidates have the necessary theoretical knowledge and analytical skills to effectively contribute to the UNDP's mission and objectives.
Experience: The position requires a minimum of 2 years of relevant experience for candidates with a master's degree or 4 years for those with a bachelor's degree. This experience should include providing management advisory services and hands-on involvement in the design, monitoring, and evaluation of development projects in governance and territory. Candidates with prior experience in similar roles, particularly in partnership-building and leading teams, will be at an advantage.
Languages: Fluency in both Spanish and English is mandatory for this position. Knowledge of another UN language is considered desirable, enhancing the candidate's ability to engage with diverse stakeholders and contribute to UNDP's global mission.
