Job Overview: The Monitoring and EvaluationProject Associate in Humanitarian will play a crucial role in supporting UNFPA's efforts in Afghanistan, particularly in the monitoring and evaluation of projects funded by various donors, including FCDO, Canada, CERF, and DFAT. This position is essential for ensuring that the humanitarian programming is effective and aligned with donor commitments. The consultant will be responsible for data collection, processing, validation, and reporting, which are vital for evidence-based programming. The role requires close collaboration with implementing partners and UNFPA staff to ensure the accuracy and reliability of data, which will inform program activities and enhance the credibility of the Country Office. The consultant will also contribute to the development of monitoring plans and assist in drafting reports for donors, ensuring that the projects meet their intended outputs in a timely manner.
Duties and Responsibilities: The Monitoring and Evaluation Project Associate will have a wide range of responsibilities, including:
Supporting the development of standard data collection tools for humanitarian programming activities as per donor proposals.
Ensuring routine data collection, analysis, and monitoring of planned activities under the guidance of the Humanitarian Coordinator and M&E Specialist.
Collecting and cleaning data for all related humanitarian unit activities, ensuring quality through data quality assurance protocols.
Compiling data for reports and contributing to monthly progress reports for the humanitarian team.
Conducting routine data quality audits and reviewing the quality of collected data.
Assisting in drafting monthly, quarterly, semiannual, and annual reports according to donor requirements.
Documenting program progress, including lessons learned and success stories.
Supporting the management of the Programme Evaluation, including coordination with stakeholders and evaluation firms. 1
Attending meetings related to M&E for the humanitarian program and adhering to UNFPA's policies and procedures.
Required Qualifications: Candidates must have completed secondary education, with a preference for a bachelor's degree in social work, public health, international relations, gender studies, or a related field. A minimum of 6 years of proven working experience in program monitoring and implementation is preferred. Candidates should demonstrate a strong understanding of confidentiality, data safety, and ethical concerns related to data sharing. Organizational skills and the ability to work independently in a fast-paced environment are essential. Proficiency in office software applications, including Power BI and visualization software, is required. Familiarity with UN policies and principles is an advantage.
Educational Background: The educational background required for this position includes completed secondary education as a minimum. A bachelor's degree in relevant fields such as social work, public health, international relations, gender studies, or human rights is preferred. This educational foundation is crucial for understanding the complexities of humanitarian programming and the specific needs of the populations served by UNFPA.
Experience: Candidates should have at least 7 years of relevant experience in program monitoring and implementation, with a minimum of 2 years specifically in data collection, management, and analysis. Experience in humanitarian contexts and familiarity with the challenges faced in such environments will be beneficial. The ability to work effectively with multiple stakeholders and manage competing priorities is essential for success in this role.
Languages: Fluency in English is mandatory, as it is the primary language of communication within UNFPA and with donors. Knowledge of local languages spoken in Afghanistan would be advantageous, as it would facilitate communication with local partners and communities. Proficiency in additional languages may also enhance the candidate's profile.
Additional Notes: This consultancy position is initially for a seven-month period, from September 1, 2024, to July 31, 2025, with a potential renewal for an additional four months, ensuring continuity in the monitoring and evaluation efforts. The role is full-time and based in Kabul, Afghanistan.
