Job Overview:
The Project Finance Associate position at UNFPA Afghanistan is crucial for supporting the organization's humanitarian efforts, particularly in managing projects funded by the Foreign, Commonwealth & Development Office (FCDO), the Central Emergency Response Fund (CERF), and the Canadian government. The consultant will play a key role in enhancing the financial management and reporting capabilities of the Humanitarian Unit, ensuring that resources are allocated efficiently and effectively. This position requires a strong analytical capacity to monitor financial data, prepare reports, and provide recommendations for budget management. The consultant will also be responsible for maintaining accurate financial records and ensuring compliance with UNFPA's financial policies and regulations. The role is essential for sustaining the momentum of ongoing projects and ensuring that the Country Office can effectively communicate results to donors, thereby enhancing credibility and support for UNFPA's mission in Afghanistan.

Duties and Responsibilities:
The Project Finance Associate will be responsible for a variety of tasks, including but not limited to: monitoring budgets and expenditures for humanitarian projects, preparing financial reports on project expenditures, and analyzing current and past expenditure trends to make informed recommendations. The consultant will perform finance user functions in Quantum and Quantum Plus, track financial resources, maintain up-to-date financial records, and prepare monthly and quarterly financial accountability checklists. Additionally, the associate will monitor the status of operating fund accounts, reconcile financial reports from implementing partners, and ensure the preparation of year-end financial closure statements. The role also involves developing tools for effective budget monitoring, coordinating financial data compilation, and implementing corporate systems to support financial management. The consultant will assist in the formulation and management of the country budget, ensuring adherence to financial controls and corporate policies.

Required Qualifications:
Candidates must possess a Higher Secondary certificate as a minimum requirement, while a bachelor's degree in a related field such as Business Administration, Accounting, or Finance is preferred. A minimum of six years of relevant experience in program or project management is essential. Proficiency in current office software applications and corporate IT systems is also required. The ideal candidate should demonstrate strong analytical skills, attention to detail, and the ability to manage financial processes effectively.

Educational Background:
The educational background required for this position includes at least a Higher Secondary certificate, with a preference for candidates holding a bachelor's degree in fields related to finance, accounting, or business administration. This educational foundation is critical for understanding the complexities of financial management within the context of humanitarian projects.

Experience:
The position requires a minimum of six years of relevant experience in program or project management, particularly in financial management roles. Candidates should have a proven track record of managing budgets, preparing financial reports, and ensuring compliance with financial policies and regulations. Experience in a humanitarian context or with UN agencies is highly desirable.

Languages:
Fluency in English is mandatory for this position, as it is the primary working language. Additionally, proficiency in Dari and Pashto is necessary, given the local context in Afghanistan. Knowledge of other official UN languages would be considered an asset, enhancing the candidate's ability to communicate effectively in a diverse environment.

The consultancy is initially set for a five-month period, from September 1, 2025, to July 31, 2025, with the possibility of extension based on performance and project needs. The position is full-time and based in Kabul, Afghanistan.
