Since 2005, IOM Mexico has been actively combating human trafficking, pioneering various aspects of care, assistance, and prosecution of the crime through its Unit against Human Trafficking and Illicit Migrant Smuggling.

Job Overview:
The consultant will work under the direct supervision of the Coordinator of the Unit against Human Trafficking and Illicit Migrant Smuggling. The consultant will be responsible for executing various activities related to the project aimed at strengthening interventions against human trafficking in Mexico. This includes initial meetings to present the project, understanding the main objectives, and establishing communication with counterparts and IOM. The consultant will also develop work plans, conduct analyses of existing information on victim detection and assistance, create flowcharts for victim protection, and present findings to relevant committees. The role requires maintaining close communication with IOM and counterparts throughout the consultancy period, ensuring that all deliverables are met on time and to the required standards.

Duties and Responsibilities:
  • Conduct an initial meeting with IOM to present the project and establish communication protocols.
  • Develop a structured work plan detailing the objectives, timeline, and methodology for analyzing information on victim detection and assistance.
  • Prepare and present two diagnostics on detection mechanisms in Chiapas and Chihuahua.
  • Create flowcharts for victim detection and protection tailored to five states.
  • Maintain regular communication with IOM and counterparts, providing minutes of meetings.
  • Develop diagnostics on mechanisms for victim detection and assistance in Chiapas and Chihuahua.
  • Conduct interviews with relevant authorities in the new project state.
  • Produce a rapid analysis of the situation regarding victim assistance in the new state.
  • Develop and submit activity reports at specified intervals. 1
  • Conduct workshops for the implementation of flowcharts with key public officials. 1
  • Prepare a final report summarizing all activities and deliverables of the consultancy.

Required Qualifications:
Candidates must demonstrate knowledge and/or professional experience in at least one of the following areas: human trafficking, migration, illicit trafficking of migrants, and/or serious human rights violations. Experience in providing support to direct or indirect victims of human trafficking and serious crimes is essential. Candidates should also have proven experience in trauma-informed approaches and excellent verbal and written communication skills. Analytical and synthesis skills are crucial for this role.

Educational Background:
A bachelor's degree in Social Sciences, Public Policy, Development Studies, International Relations, or a related field is required for this position. This educational background will provide the necessary theoretical framework and understanding of the complexities involved in migration and human trafficking issues.

Experience:
Candidates should have a demonstrated level of experience in the relevant fields, particularly in human trafficking and migration. Experience working with victims of trafficking or serious crimes is highly valued, as is familiarity with trauma-informed care practices. The role may require previous consultancy experience or similar roles in international organizations or NGOs.

Languages:
Fluency in Spanish is mandatory, along with an intermediate to advanced level of reading and writing in English. Proficiency in additional languages may be considered an asset but is not required.

The consultancy will involve travel, which will be covered by IOM. Candidates must submit a CV and a motivation letter not exceeding one page.
