Job Overview:

The job holder will be expected to interpret standard guidelines and practices to recommend actions on security issues, engage with staff at various levels, and allocate tasks to colleagues. The role requires the ability to report for duty on short notice and involves specialized responsibilities related to security operations, including monitoring and maintaining security equipment. The Security Associate will be based in Arua and will provide security support to WFP activities in the Arua Area Office, reporting to both the Head of Area Office and the Head of Security at the Country Office. The position is crucial for ensuring the safety and security of WFP staff, facilities, and operations, and involves implementing and assessing security measures, conducting risk assessments, and providing recommendations for informed decision-making.

Duties and Responsibilities:
  • Review security threats and risks in detail, compiling accurate reports on trends and situations that could adversely impact WFP operations.
  • Analyze security-related information and produce reports to ensure relevant stakeholders have access to necessary data.
  • Liaise with local administration, security, law enforcement authorities, and other actors to facilitate safe program delivery.
  • Plan and coordinate staff activities during field missions and perform security assessments to support effective program delivery.
  • Analyze security assessment reports and present recommendations for risk mitigation.
  • Advise the director" style="border-bottom: 1px dotted #007bff !important;">Country Director on security risk management and safety issues in compliance with the United Nations Security Management System (UNSMS).
  • Support the implementation of risk management measures, including Minimum Operational Security Standards (MOSS).
  • Maintain and manage security equipment, making recommendations to enhance technology capacity.
  • Monitor access control procedures to ensure a safe environment. 1
  • Develop recommendations for improving emergency and contingency planning documentation. 1
  • Deliver security training to staff and assess training needs to meet business requirements.

Required Qualifications:
The ideal candidate should possess a university degree in Community Psychology, Social Work, Social Administration, Social Sciences, Business Administration, or a related field. Alternatively, a diploma from a Military or Police Academy with relevant experience may be accepted in lieu of a university degree. Candidates should have a minimum of five years of work experience in safety and security-related roles, with previous experience in military or police work being highly desirable. Experience in humanitarian work, particularly in refugee response, as well as knowledge of the UN system and WFP operations, is an asset. Proficiency in MS Office applications and digital mapping/GIS systems is required, along with a valid driver's license and the ability to travel on short notice.

Educational Background:
Candidates must have a university degree in a relevant field such as Community Psychology, Social Work, Social Administration, Social Sciences, or Business Administration. A diploma from a Military or Police Academy may also be considered if accompanied by qualifying relevant experience. This educational background is essential for understanding the complexities of security operations and the humanitarian context in which WFP operates.

Experience:
The position requires a minimum of five years of relevant work experience in safety and security roles. Previous experience in military or police settings is highly desirable, as is experience in humanitarian work, particularly in refugee response. Candidates should also have familiarity with the UN system and WFP operations, as well as proficiency in using various computer applications related to security management.

Languages:
Fluency in English is mandatory, with excellent writing and reading skills required. The ability to speak, read, and understand local Ugandan languages is considered an advantage, as it enhances communication with local communities and stakeholders.
