Job Overview: The Information Management Officer (IMO) position in Mauritania is designed for a candidate with advanced technical expertise and a broad background in information management systems, particularly in contexts of forced displacement. The IMO will be responsible for designing and implementing systems that support operational and protection responses in various environments, including camps, urban, and rural settings. The role requires the ability to adapt to emerging challenges such as remote community engagement, limited resources, and significant cultural diversity. The IMO will lead the technical administration and development of databases and information management systems, ensuring they are responsive to the operational context in Mauritania. The candidate is expected to contribute to the development of a comprehensive information management strategy that ensures consistency and coherence in protection and operational analysis across all field offices. Proficiency in various tools and platforms, including the Refugee Assistance Information System (RAIS), Power BI, and ActivityInfo, is essential for this role.
Duties and Responsibilities: The duties and responsibilities of the Information Management Officer include coordinating data and information management activities at the country, regional, and global levels. The IMO will participate in relevant data management teams, contribute to the design and implementation of data strategies, and support the collection, storage, and protection of data. They will ensure consistency of data for analysis, identify risks and opportunities based on data insights, and coordinate with HQ and external partners on data management efforts. The IMO will also provide technical guidance on methodologies, support data management activities such as surveys and assessments, and monitor data integrity and compliance with policies. Additionally, the IMO will lead data management activities, undertake geospatial and statistical analysis, and develop information management products such as indicators and dashboards. Collaboration with various stakeholders, including registration staff, programme staff, and senior management, is crucial to ensure effective data use and communication.
Required Qualifications: The position requires a minimum of six years of relevant experience with an undergraduate degree, five years with a graduate degree, or four years with a doctorate. Essential qualifications include experience in data or statistical fields, particularly in international contexts or humanitarian situations. Knowledge of national and international statistical systems, international protection, and human rightslaw is desirable. The candidate should have experience in data collection and analysis, as well as familiarity with GIS and geospatial systems. Functional skills required include data management, statistical analysis, database design, and data governance.
Educational Background: Candidates must possess an undergraduate degree in fields such as Social Science, Statistics, Information Management, Physical Science, Economics, Data Science, Geography, GIS, Engineering, Demography, Computer Science, or other relevant fields. A graduate degree or doctorate in a related field is preferred and may reduce the required years of experience.
Experience: The position requires at least five years of experience in data or statistical fields, with three years in an international context or humanitarian/development situations. Experience with data sharing, management, and analysis to support policy formulation and implementation is essential. Familiarity with service referral mechanisms, feedback systems, and communication initiatives is highly desirable.
Languages: Knowledge of English is mandatory, along with the UN working language of the duty station if it is not English. For national professional jobs, knowledge of the local language is also required. Proficiency in additional languages is considered an asset.
