Job Overview:
The consultant will be responsible for the implementation of the Gender-Based Violence (GBV) programme. This role involves organizing and facilitating capacity-building initiatives, monitoring, and consultations with UNICEF partners and beneficiaries. The consultant will work until the recruitment of the GBV Specialist (NOB), which is expected to be finalized by January 202
  • The consultant's responsibilities will include designing, implementing, and monitoring GBV programmes, providing technical support and capacity building to UNICEF staff and partners, and supporting the implementation of health education and vocational training programmes. The consultant will also be expected to deliver a series of reports and work plans that detail the progress and outcomes of the initiatives undertaken.

Duties and Responsibilities:
  • Design, implement, and monitor GBV programmes effectively.
  • Provide technical support and capacity building to UNICEF staff and partners on GBV prevention, risk mitigation, and response strategies.
  • Support the implementation of health education and vocational training programmes.
  • Develop a comprehensive work plan with detailed interventions, timelines, and proposed approaches for implementation, which must be approved by UNICEF.
  • Provide technical support for the Child Protection prevention results area, including the development of a CP prevention package and media campaigns.
  • Facilitate consultation meetings with UNICEF staff and partners, collaborating with other programmatic sectors such as SBC, Gender, and Health.
  • Organize and facilitate GBV meetings, trainings, and workshops, ensuring effective communication and engagement with staff and partners.
  • Manage the health education/vocational training programme, engaging with students and partners, and coordinating with other UNICEF sections.
  • Prepare and submit reports on the outcomes of meetings, trainings, and workshops, as well as monitoring reports on online classes and student attendance.

Required Qualifications:
  • A university degree (Bachelor or higher) in International Development, Law, or another relevant social science field.
  • A minimum of 2 years of relevant professional experience in designing and implementing gender-based violence programming.
  • Experience in cross-sectorial, inter-agency work and joint programmes is essential.
  • Familiarity with both development and emergency contexts, particularly engaging with the GBV sub-cluster and other agencies, is considered an added value.
  • Strong understanding of GBV issues and the ability to provide technical support effectively.

Educational Background:
Candidates must possess a university degree (Bachelor's or higher) in fields such as International Development, Law, or other relevant social sciences. This educational background is crucial for understanding the complexities of gender-based violence and the frameworks necessary for effective programme implementation.

Experience:
The position requires a minimum of 2 years of relevant professional experience specifically in the design and implementation of gender-based violence programming. Candidates should have a proven track record of working in both development and emergency contexts, demonstrating the ability to engage with various stakeholders effectively.

Languages:
Fluency in English is mandatory, along with proficiency in either Dari or Pashto. These language skills are essential for effective communication with local partners and beneficiaries, ensuring that the consultant can engage meaningfully in the community.

Additional Notes:
The consultancy is expected to last until January 2026, with specific deliverables and deadlines outlined throughout the contract period. The role is not classified as a staff position under UNICEF's regulations, meaning that consultants will not receive benefits such as leave entitlements or medical insurance coverage. Consultants are responsible for their tax liabilities and must ensure that their visa and health insurance are valid for the duration of the contract. Additionally, selected candidates must confirm their fully vaccinated status against COVID-19, although this requirement does not apply to those working remotely.
