Job Overview:
The Private Sector Specialist will play a crucial role in the Sustainable Livelihood and Resilience Portfolio, focusing on private sector development, program implementation, and monitoring of Micro, Small, and Medium Enterprises (MSMEs). The Specialist will provide strategic advice and technical support to enhance access to finance, microfinance, and digital payment solutions. This position requires collaboration with various stakeholders, including UN agencies, donors, and the private sector, to implement effective strategies that foster economic recovery and resilience in Afghanistan. The Specialist will also engage in multi-stakeholder dialogues and contribute to the development of innovative financing models tailored to the needs of Afghan entrepreneurs, particularly women.

Duties and Responsibilities:
The Private Sector Specialist will be responsible for a wide range of duties, including:
  • Providing strategic inputs on private sector development and access to finance initiatives.
  • Implementing UNDP strategies on MSME and enterprise development through technical and operational assistance.
  • Facilitating engagement with private sector actors and local financial institutions to foster collaboration.
  • Developing project ideas, concept papers, and proposals for funding related to private sector development.
  • Supporting the implementation of MSME and access to finance components, ensuring alignment with program objectives.
  • Providing technical guidance on access to finance solutions, including Islamic finance products and credit guarantees.
  • Leading implementation efforts with partners on credit guarantees for national financial institutions.
  • Preparing high-quality reports and policy notes for stakeholders and donors.
  • Contributing to the Private Sector Working Group under the Doha-III process, providing technical expertise on access to finance and entrepreneurship. 1
  • Supporting the implementation of digital payment solutions to enhance financial inclusion. 1
  • Contributing to knowledge management and communication efforts related to private sector development activities.

Required Qualifications:
Candidates must possess a minimum of 5 years of relevant professional experience in economic development or private sector development programs, with a preference for experience in crisis contexts. A strong background in private sector development, MSMEs, microfinance, and banking is essential. Candidates should demonstrate the ability to work with technology partners and have a track record of successful project management, preferably within the UN or international donor community. Knowledge of economic reform, Islamic finance, and humanitarian development is highly desirable, along with familiarity with UNDP policies and procedures.

Educational Background:
An advanced university degree (master’s degree or equivalent) in Economics, Finance, Business Administration, or a related field is required. Alternatively, a first-level university degree (bachelor’s degree) combined with two additional years of qualifying experience will be considered in lieu of the advanced degree.

Experience:
The position requires a minimum of 5 years of progressively responsible experience in economic development or private sector development programs, with a preference for candidates who have worked in crisis contexts such as Afghanistan. Experience in project management, particularly within the UN, World Bank, or international donor community, is highly valued. Candidates should also have a strong understanding of economic reform and business climate issues, particularly in post-conflict situations.

Languages:
Fluency in oral and written English is mandatory. Knowledge of another UN language is considered an asset, enhancing the candidate's profile for this position.

Additional Notes:
The position is based in Kabul, Afghanistan, with regular field visits to other regions. The initial contract duration is for 12 months, contingent upon successful completion of a probationary period.
