Job Overview: The ET Consultant for Disaster Risk Management will play a crucial role in supporting the Tokyo DRM Hub by providing technical expertise and facilitating collaboration among various stakeholders. This position requires a proactive approach to integrating Japan's expertise in disaster risk management into World Bank projects. The consultant will be responsible for conducting research, providing technical reviews, and connecting experts with relevant skills to World Bank task teams. The role also involves drafting communication materials and representing the Tokyo DRM Hub at various events, ensuring that Japan's knowledge and practices are effectively utilized in global contexts.
Duties and Responsibilities:
Conduct substantive research and analytical tasks on infrastructure topics as requested by the Program Task Team Leader or Tokyo DRM Hub staff.
Provide technical reviews and screenings of Technical Assistance (TA) grant activities developed by World Bank Global Departments.
Collaborate with task teams to define technical requirements and identify Japanese experts or institutions for support.
Build and maintain a network of centers of excellence in Japan, connecting them with task teams to enhance TA activities.
Draft and coordinate notes, briefs, presentations, and talking points for various stakeholders.
Develop and publish content on climate and disaster-resilient infrastructure for newsletters and communications.
Contribute to annual reviews, reports, and other communication materials.
Provide additional research and operational support to the Tokyo DRM Hub as needed.
Represent the Hub at events and forums to expand its network. 1
Support the Special Representative of the World Bank in Japan in maintaining relationships with stakeholders. 1
Perform other duties as assigned by the Program Team Leader or GFDRR Manager.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in infrastructure engineering or a related field, with a strong preference for those with technical training and practical experience in disaster risk management related to large-scale civil engineering projects. A minimum of 7 years of relevant professional experience is required, along with excellent writing skills in both English and Japanese. Candidates should demonstrate strong analytical abilities, organizational skills, and the capacity to work under tight deadlines while managing multiple requests. Knowledge of World Bank infrastructure priorities is advantageous but not essential.
Educational Background: A Master’s degree or equivalent in infrastructure engineering (environmental engineering, civil engineering, transport infrastructure, or a related field) is required. Candidates with a strong technical background and practical experience in disaster risk management are preferred.
Experience: The position requires a minimum of 7 years of relevant professional experience, particularly in disaster risk management and infrastructure projects. Field experience in developing countries is a plus but not mandatory.
Languages: Fluency in English is mandatory, while proficiency in Japanese is preferred. Excellent writing skills in both languages are essential for effective communication and documentation.
Additional Notes: This position is a one-year appointment, renewable at the discretion of the World Bank Group, with a maximum of three years for ET appointments. The role is part of local recruitment efforts, and the selected candidate will be expected to engage with various stakeholders in Japan, including civil society, academia, and the private sector.
