Established to lead and coordinate international health responses, WHE aims to provide effective relief and recovery to affected populations. The program integrates WHO's operational, technical, and normative capacities to address health hazards across the risk management cycle. WHE operates within the broader humanitarian and emergency management architecture, focusing on strengthening local and national capabilities, particularly in vulnerable and low-capacity countries. The Country Health Emergency Preparedness & IHR (CPI) program monitors and evaluates country preparedness for health emergencies and develops capacity-building plans for countries with critical needs. It collaborates with various international organizations and adheres to global frameworks such as the Sustainable Development Goals (SDGs), the Sendai Framework for Disaster Risk Reduction, and the Global Health Security Agenda (GHSA).
Job Overview:
The Monitoring and Evaluation Specialist will serve as a focal point for the monitoring and evaluation of the Asia Pacific Health Security Action Framework (APHSAF). The incumbent will contribute to the development and implementation of APHSAF, particularly its monitoring and evaluation components, ensuring alignment with the International Health Regulations (IHR) Monitoring and Evaluation Framework. This role requires providing Technical Support for public health interventions, focusing on outbreak and Emergency Response indicators, and identifying successes and challenges in implementation. The specialist will also support the WHO Western Pacific Regional Office in program implementation and reporting, participate in responses to public health emergencies, and promote a culture of evaluation and Continuous Learning within the organization. The position demands the development of communication products that highlight regional results and the provision of specialist support to Country Programs on monitoring and results reporting.
Duties and Responsibilities:
- Serve as a focal point for monitoring and evaluation of APHSAF and promote best practices across the division.
- Contribute to the development and implementation of APHSAF, focusing on monitoring and evaluation.
- Provide technical support for IHR Monitoring and Evaluation Framework activities and participate in annual reporting and evaluations.
- Support the definition and implementation of monitoring and evaluation for public health interventions, focusing on outbreak response indicators.
- Assist the WHO Western Pacific Regional Office in program implementation and donor reporting.
- Participate in responses to outbreaks and public health emergencies, acting as a member of the Incident Management Support Team (IMST) when required.
- Lead efforts to promote a culture of evaluation and continuous learning.
- Develop communication products that showcase results across the region.

- Ensure timely follow-up on recommendations from APHSAF TAG meetings. 1
- Develop tools and guidance for Member States on monitoring and evaluation. 1

- Promote multidisciplinary approaches to facilitate knowledge sharing. 1
- Serve as IHR duty officer as needed. 1

Required Qualifications:
Essential: Advanced university degree in public health, health-related discipline, social science, international health, or international relations from a recognized university. Desirable: Training in program or project management. WHO considers only higher educational qualifications from accredited institutions listed in the World Higher Education Database (WHED).
Educational Background:
Candidates must possess an advanced university degree in a relevant field such as public health or international relations. Training in program or project management is desirable, and qualifications must be from recognized institutions as per the WHED.
Experience:
Candidates should have a minimum of seven years of relevant experience, including international experience in program/project work and monitoring and evaluation. Desirable experience includes planning and implementing public health program monitoring and evaluation systems.
Languages:
Essential: Expert knowledge of English. Desirable: Working knowledge of another UN language is an advantage.
