Job Overview:
The Deputy Chief of Party (DCoP) will play a crucial role in the Senior Management Team of the project, providing strategic direction and leadership for the consortium programming technical team. The DCoP will ensure the establishment and successful implementation of high-quality interventions aimed at serving the poor and vulnerable populations in Sudan, particularly in Central and West Darfur. This position involves supervising senior managers and technical advisors across various sectors including targeting, early warning systems, protection, gender, safeguarding, disability inclusion, youth, nutrition, and environmental impact. The DCoP will be responsible for harmonizing approaches, standardizing practices, and ensuring effective communication regarding performance and progress towards targets. The role requires collaboration with project partners to develop common technical strategies and integrated activities to maximize program impact, ensuring that the project continuously improves its effectiveness and quality of programming.
Duties and Responsibilities:
The DCoP will provide strategic direction for the Design of the project’s frameworks and plans, focusing on resource mobilization to enhance the impact of interventions. Responsibilities include coordinating with project partners to ensure high program quality through technical oversight, consortium-wide learning, and effective Resource Management in compliance with donor regulations. The DCoP will support donor relations by developing high-quality communications and overseeing the project’s Business Development cycle. Managing talent and supervising staff is essential, including coaching, creating individual development plans, and conducting performance assessments. The DCoP will lead the design of the project, ensuring it meets management standards appropriate to its scope and context. Coordination of planning across sectors is vital for integration and efficiency, and the DCoP will establish a safe environment for learning and sharing ideas. The role also involves promoting accountability and knowledge management, ensuring regular meetings of technical working groups, and supporting the identification and strengthening of partnerships. The DCoP will oversee training opportunities and lead the development of progress reports and submissions to donors, while also identifying innovations in program quality and facilitating their application across consortium partners. Representation of the project at external meetings and forums is also a key responsibility.
Required Qualifications:
Candidates must possess a Master's Degree in International Development, International Relations, or a relevant field. A minimum of seven years of relevant field-based Program Management experience is required, including at least three years in middle or senior management roles. Candidates should have a minimum of five years managing donor funds, with strong knowledge of USAID and USG grant regulations. Prior management of USAID funding is required, and knowledge of Title II or IDA policies is preferred. Demonstrated experience in consortium management and leading technical teams in areas such as early warning Analysis, nutrition, gender, protection, inclusion, and MEAL is essential. Experience in developing proposals, reports, strategic alliances, project design, and monitoring and evaluation is also necessary, along with experience in partner capacity strengthening and staff development.
Educational Background:
A Master's Degree in International Development, International Relations, or a related field is required for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and understanding of the complexities involved in international development and humanitarian work.
Experience:
The position requires a minimum of seven years of relevant field-based program management experience, with at least three years in a middle or senior management capacity. Candidates should have substantial experience managing donor funds, particularly with USAID, and a proven track record in consortium management. Experience in leading technical teams in various relevant areas and in developing successful proposals and reports is also crucial.
Languages:
Fluent written and spoken English is mandatory for this position, while fluent written and spoken Arabic is preferred. Proficiency in these languages is essential for effective communication with stakeholders, partners, and team members in the context of the project.
Additional Notes:
This position is contingent on donor funding and approval of the candidate. The role may require travel within Sudan, up to 50%, including visits to remote field locations.
