Job Overview:
The ICLA Project Officer position is designed to ensure adherence to NRC's policies, tools, manuals, and guidelines. The officer will support the implementation of the ICLA project portfolio according to the action plan, preparing and developing reports required by the ICLA management or area. This role involves ensuring proper filing of documents and promoting ideas to strengthen support functions. The officer will implement procedures and activities within their basic competencies as delegated, while also developing and maintaining knowledge of the work area to enhance effectiveness. The position requires initiative in resolving daily problems according to agreed procedures and priorities, contributing to legal strategies and activities to provide ICLA services efficiently and timely. The officer will implement information, orientation, and legal assistance activities for internally displaced populations and vulnerable migrants, promoting participation from individuals and communities in emergency assistance and durable solutions throughout all project phases, ensuring equitable, safe, and inclusive programming as per NRC's standards.

Duties and Responsibilities:
  • Ensure adherence to NRC policies, tools, manuals, and guidelines.
  • Support the implementation of the ICLA project portfolio according to the action plan.
  • Prepare and develop reports required by ICLA management or area.
  • Ensure proper filing of documents.
  • Promote and share ideas to strengthen support functions.
  • Implement procedures and activities within basic competencies as delegated.
  • Develop and maintain knowledge of the work area to enhance effectiveness.
  • Organize and execute tasks according to priorities and standards relevant to the role.
  • Take initiative in resolving daily problems according to agreed procedures and priorities. 1
  • Contribute to legal strategies and activities to provide ICLA services efficiently and timely. 1
  • Implement information, orientation, and legal assistance activities for displaced populations and vulnerable migrants. 1
  • Promote participation from individuals, households, and communities in emergency assistance and durable solutions. 1
  • Accompany needs assessment exercises and actions to collect information, prioritizing attention and response strategies for populations with the greatest needs. 1
  • Identify, document, attend to, refer, and follow up on cases within the scope of work.

Required Qualifications:
  • Graduate degree in Law, International Relations, Economics, or other social sciences.
  • Proven knowledge and experience in using Office software and databases.
  • Previous experience with software knowledge is highly valued.
  • Professional experience is valued.
  • Knowledge of Law 1448 of 2011 and gender issues is valued.
  • Experience in social projects and fieldwork with vulnerable populations is valued.
  • Understanding of the political and social context of the country.
  • Excellent oral and written communication skills.
  • Ability to work in a team. 1
  • Skills in managing information and preparing reports. 1
  • Availability to travel.

Educational Background:
A graduate degree in Law, International Relations, Economics, or other relevant fields in social sciences is required for this position. This educational background is essential to ensure that the officer has the necessary knowledge and skills to effectively support the legal and social aspects of the ICLA project.

Experience:
The position requires proven experience in relevant fields, particularly in social projects and working with vulnerable populations. Previous experience in legal assistance and knowledge of the political and social context of Ecuador is highly valued. The candidate should demonstrate the ability to manage information effectively and prepare comprehensive reports, showcasing their experience in similar roles.

Languages:
Fluency in Spanish is mandatory, as it is the primary language of communication in the region. Proficiency in English is considered a good to have, as it may facilitate communication with international stakeholders and enhance the officer's ability to engage in broader discussions regarding the ICLA project.

Additional Notes:
This position requires frequent travel, approximately 60% of the time, to areas where endemic diseases are present.
