Job Overview:
The Shelter Project Manager will be responsible for overseeing the implementation of Shelter and Settlements, Cash and Markets (CM), and WASH-related projects in the Rakhine area office of Myanmar. This role requires a seasoned professional who can effectively manage project activities, conduct needs assessments, and participate in cross-cutting analyses to ensure that the projects are responsive to the needs of the affected populations. The manager will collaborate with various stakeholders, including HR for recruitment, and will be responsible for the daily management of program activities, ensuring that they align with NRC's strategic objectives. The position also involves regular monitoring and evaluation of the program, suggesting improvements based on observations, and leading lessons learned workshops to enhance project effectiveness. The Shelter Project Manager will need to travel frequently to the field to provide technical guidance and ensure the successful implementation of the projects.

Duties and Responsibilities:
  • Manage the implementation of Shelter and Settlements, CM, and WASH projects in the Rakhine area office, ensuring adherence to NRC's standards and guidelines.
  • Conduct contextual analysis, needs assessments, and protection risk analyses to inform project planning and implementation.
  • Collaborate with HR to recruit qualified project staff and provide ongoing management and support to the team.
  • Monitor and evaluate program activities, providing regular feedback and recommendations for improvements.
  • Prepare monthly reports and supervise data collection for Monitoring, Evaluation, and Learning (MEL) reporting.
  • Organize Post-Distribution Monitoring (PDM) and Outcome Monitoring Exercises (OME) to assess project impact.
  • Lead lessons learned workshops at least once a year in coordination with the MEL Unit.
  • Establish and maintain effective working relationships with local partners, international agencies, and community stakeholders.
  • Represent NRC in relevant forums, clusters, and working groups as directed. 1
  • Contribute to the development of NRC's Country Strategy and action plans in the Shelter and Settlements, CM, and WASH sectors.

Required Qualifications:
The ideal candidate should possess a strong background in project management, particularly in humanitarian or recovery contexts. A minimum of 3 years of progressively responsible experience in a senior project implementation role is required. Candidates should have expertise in Shelter and Settlements, Cash for Work, Multi-Purpose Cash, WASH, and Emergency responses. Familiarity with international standards and principles related to Shelter and Settlements is essential, along with documented results in project responsibilities. Experience in coordinating humanitarian aid in complex emergencies is desirable, as is a solid understanding of leadership skills and team dynamics.

Educational Background:
Candidates should have a relevant degree in a field related to humanitarian assistance, project management, or a similar discipline. Advanced degrees or specialized training in Shelter and Settlements, WASH, or related areas will be considered an asset. Continuous professional development in relevant fields is encouraged and may enhance a candidate's suitability for the role.

Experience:
The position requires at least 3 years of experience in a senior-level project implementation role within a humanitarian or recovery context. Candidates should demonstrate a track record of managing complex projects, leading teams, and achieving results in challenging environments. Experience in Shelter and Settlements, WASH, and Cash and Markets responses is particularly valuable, as is familiarity with project cycle management and donor reporting.

Languages:
Fluency in both Burmese and English is mandatory, with strong written and verbal communication skills in both languages. Proficiency in additional languages relevant to the region may be considered an advantage, enhancing the candidate's ability to engage with diverse stakeholders.

Additional Notes:
The duty station for this position is Sittwe, Rakhine State, Myanmar. The contract is set to last until 31 December 2025, with the possibility of extension based on performance and funding availability. The role requires approximately 40% travel to field locations to oversee project implementation.
