Job Overview:
The Area Support Manager position is a critical role within the NRC's operational framework, specifically designed to enhance the effectiveness of the Area Office Strategy. This position requires a highly qualified and experienced individual who can actively contribute to the coordination of support functions within a large Area Office. The Area Support Manager will work closely with the Area Manager and the senior management team to develop and maintain efficient work systems that minimize the impact of conflict and displacement on affected individuals. The role encompasses a variety of responsibilities, including operational support for the Area Plan of Action, aligning operational support with program plans, and ensuring quality support for project implementation. The Area Support Manager will also be responsible for managing budgets, facilitating training for support staff, implementing technical SOPs, and supporting anti-corruption measures. This position is integral to fostering a positive working environment that reflects NRC's values and mission.

Duties and Responsibilities:
The duties and responsibilities of the Area Support Manager include:
  • Providing operational support to the Area Plan of Action and ensuring alignment with program plans at the Area Level.
  • Ensuring quality support for project implementation, including the management of the Area Support Budget and area-level budgets.
  • Line managing support staff and facilitating their training and technical capacity building in Finance, HR & Admin, Logistics, and ICT.
  • Implementing new country-specific technical SOPs, guidelines, and tools in the areas of Admin/HR, Logistics/ICT, and Finance.
  • Supporting the implementation of anti-corruption measures and procedures.
  • Developing and providing regular reports on Area-level activities to the Country Office and Area Manager.
  • Ensuring efficient, sustainable, and flexible HR structures are in place.
  • Overseeing procurement plans, HR plans, and spending plans for each project.

  • Participating as a member of the Area Management Group and supporting the Area Manager in external representation, coordination, and relationship building.

Required Qualifications:
Candidates must possess a Bachelor's degree in a relevant field of study. Additionally, a minimum of 3 years' experience in middle management positions within a humanitarian or recovery context is required. Previous experience working with the United Nations or International Non-Governmental Organizations (INGOs), particularly in support systems such as HR, Finance, and Logistics, is highly desirable. Candidates should also have a solid understanding of the context in Rakhine State, Myanmar, and demonstrate knowledge of HR, Finance, Logistics, and Administration.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field. This educational foundation is essential for understanding the complexities of humanitarian operations and support systems, which are critical to the success of the Area Support Manager role.

Experience:
The position requires a minimum of 3 years of experience in middle management roles within humanitarian or recovery contexts. Candidates should have a proven track record of working in challenging environments, particularly in support systems related to HR, Finance, and Logistics. Experience in the United Nations or INGOs is preferred, as it provides valuable insights into the operational frameworks and challenges faced in humanitarian settings.

Languages:
Fluency in both Burmese and English is mandatory for this position, with proficiency in written and verbal communication in both languages. This bilingual capability is crucial for effective communication with local stakeholders, team members, and international partners. Additional language skills may be considered an asset but are not required.

Additional Notes:
The position is based in Sittwe, Rakhine State, Myanmar, and is offered as a fixed-term contract for 12 months, with the possibility of renewal based on performance, availability of funds, and the ongoing need for the position. The role involves approximately 30% travel. The salary and benefits are classified under Grade 8 on NRC’s national salary scale, which includes accompanying terms and conditions.
