The National Professional Officer position is a critical role within the OSCE Mission in Kosovo, specifically under the supervision of the Director of the Regional Center (RC). The incumbent will be responsible for managing and supervising a team focused on property, cultural heritage, and dialogue-related matters. This position requires a deep understanding of international standards and best practices related to property rights and cultural heritage protection. The officer will monitor and report on various issues related to property rights and housing, ensuring compliance with established guidelines. Additionally, the role involves providing expert advice on legal matters and assisting in the implementation of policies and projects at the regional level. The officer will also be tasked with translating relevant documents into English, Albanian, and Serbian, which necessitates strong language skills and cultural sensitivity. Duties and Responsibilities:
Required Qualifications:
Candidates must possess a first-level university degree in law, political sciences, international relations, public policy, social sciences, international human rights law, or a related field. Specialized knowledge of international human rights law and applicable domestic law is essential. Candidates should demonstrate excellent spoken and written communication skills in English and local languages, along with strong organizational, analytical, communication, and interpersonal skills. Experience in drafting reports and proficiency in Microsoft applications are also required. A valid driving license is necessary for this position.
Educational Background:
The educational background required for this position includes a Bachelor's Degree, specifically a first-level university degree or its equivalent in relevant fields such as law, political sciences, international relations, public policy, social sciences, or international human rights law. This educational foundation is crucial for understanding the complexities of human rights issues and the legal frameworks that govern them.
Experience:
Candidates should have a minimum of four years of relevant experience in human rights protection and promotion, preferably with the OSCE or another international organization. This experience should include practical involvement in monitoring and reporting on human rights issues, as well as experience in project implementation and policy development related to property rights and cultural heritage.
Languages:
Proficiency in English is mandatory, both spoken and written. Additionally, fluency in local languages, specifically Albanian and Serbian, is required for effective communication and translation of documents relevant to the position. Knowledge of other languages may be considered an asset but is not mandatory.
Additional Notes:
The position is a fixed-term contract with a full-time schedule. The monthly remuneration is set at 1,835.17 Euro, subject to social security" style="border-bottom: 1px dotted #007bff !important;">security deductions. Social benefits include participation in the OSCE group medical insurance scheme and the OSCE Provident Fund. The OSCE retains the discretion to re-advertise or cancel the vacancy, and candidates may be placed on a roster of suitable candidates for future opportunities. The mandatory retirement age for contracted positions is 65 years, and candidates must undergo medical clearance prior to appointment. The OSCE does not request payment at any stage of the application process.

- Monitor and report on the protection of property rights, the right to adequate housing, and the safeguarding of cultural and religious heritage within the municipalities of the Area of Responsibility.
- Provide expert advice on international standards, best practices, and rule of law issues concerning property and housing rights, as well as the protection of cultural and religious heritage.
- Assist in the implementation of policies, projects, and activities at the regional level as determined by the Property, Cultural Heritage, and Inter-Faith Section in Headquarters.
- Translate documents relevant to property, housing rights, cultural heritage protection, and religious issues into English, Albanian, and Serbian.
- Perform other duties as assigned by the Director of the RC or other relevant authorities.
