Job Overview: The Earth Observation Service Manager will play a pivotal role within the Copernicus Ground Segment Services Section, which is part of the Earth Observation Programmes Directorate. This position involves overseeing the operational industrial services that contribute to the Copernicus Space Component operations. The successful candidate will be responsible for managing the procurement and delivery of Earth Observation (EO) services, ensuring they meet the required performance levels and cost-effectiveness. The role requires a strategic approach to evolving EO operational service architecture to address future challenges. The manager will also be involved in defining technical requirements and service levels, as well as monitoring service performance. This position offers a unique opportunity to work with cutting-edge technologies in the fields of Earth Observation, big data management, and cloud computing, while coordinating with various EO and IT industrial teams across Europe.
Duties and Responsibilities: The Earth Observation Service Manager will have a comprehensive set of responsibilities, including: planning, organizing, and managing the procurement of EO services and associated budgets; contributing to the strategic evolution of EO operational service architecture; defining and maintaining technical and service requirements; managing the deployment and delivery of EO operational services; monitoring and reporting on service performance; contributing to risk management and mitigation actions; identifying and assessing the adoption of innovative technologies such as cloud computing, AI, and data analytics; and implementing innovative approaches for operational Sentinel product definition and data architecture. The manager will also be expected to enhance the performance and reliability of ESA’s Operational Framework for Copernicus and the DestinE ecosystem service operations.
Required Qualifications: Candidates must possess a master's degree or PhD in a relevant field such as engineering, computer science, Earth observation, or data management. Additionally, at least three years of relevant professional experience is required. Candidates should have a solid understanding of EO missions and programming skills, particularly in Python and cloud-based environments. The ability to work effectively within a team and across teams in an international environment is essential, along with strong problem-solving skills, planning and organizational skills, and effective negotiation abilities. A strong result orientation and flexibility to work on various topics are also important.
Educational Background: A master's degree or PhD in a relevant field is mandatory for this position. Relevant fields include, but are not limited to, engineering, computer science, Earth observation, and data management. This educational background is crucial for understanding the complexities of Earth observation data and the technologies used in this field.
Experience: The position requires at least three years of relevant professional experience. This experience should encompass a strong understanding of Earth Observation missions, as well as practical experience in programming and managing operational projects or services. Candidates should demonstrate a proven ability to work effectively in a team-oriented environment and possess strong problem-solving skills to navigate day-to-day operational challenges.
Languages: The working languages of the Agency are English and French. A good knowledge of one of these languages is required for the position. Additionally, knowledge of another language from an ESA Member State would be considered an asset, enhancing the candidate's profile for this role.
