Job Overview:
The Competency Expert position is crucial within the Directorate Maastricht Upper Area Control Centre, specifically in the ATM Training service, which is recognized as a certified training provider under EU regulations. The role involves providing expertise in the Competence-based training and assessment (CBTA) process, ensuring compliance with EASA regulations for operational staff. The selected candidate will be responsible for maintaining the operational competency model, identifying knowledge gaps, and training instructors in the use of competence reporting tools. This position requires a blend of onsite and remote work, emphasizing the importance of collaboration and communication with various stakeholders to enhance training effectiveness and compliance standards.

Duties and Responsibilities:
The duties and responsibilities of the Competency Expert include:
  • Updating and maintaining the operational competency model and profiles, assessing competence evolution and knowledge gaps based on stakeholder feedback.
  • Training ATC unit instructors and On-the-Job Instructors (OJTIs) on competence reporting tools and report writing.
  • Overseeing the delivery of the CBTA process and providing guidance to approximately 250 trainers through individual development plans.
  • Designing learning and development programs to enhance the competencies of operational staff in alignment with CBTA metrics.
  • Following up on the design of the Competence Based Assessment System (CBAS) and liaising with technical teams for platform developments.
  • Planning and executing internal audits of CBTA implementation and CBAS usage, ensuring adherence to procedures and identifying areas for improvement.
  • Developing training materials in collaboration with external training organizations and planning sessions to enhance understanding of tools and compliance standards.
  • Analyzing data to identify trends and risks, providing actionable insights for decision-making.
  • Monitoring quality standards and ensuring high-quality processes through quality control mechanisms. 1
  • Collaborating with internal and external partners, participating in events and projects to share expertise in competence-based training and assessment. 1
  • Acting as a liaison between internal teams, external partners, and regulatory bodies to align compliance objectives. 1
  • Staying updated on developments and best practices in the field and sharing knowledge within the organization. 1
  • Performing any other tasks aligned with the main purpose of the job.

Required Qualifications:
Candidates must possess a university degree in a relevant domain, which can be either a four-year degree or a three-year degree supplemented by one year of relevant professional experience. A Train-The-Trainers certificate is also required. Internal candidates may refer to the intranet for equivalency of in-house experience to educational qualifications. Additionally, a minimum of three years of relevant working experience is necessary, along with experience in developing and implementing processes and policies, competence management, and competence assessment methods in the aviation domain. Familiarity with regulatory requirements (EASA, BSA-ANS) related to operational training and assessments is essential, as is experience in designing and delivering training programs for trainers and instructors.

Educational Background:
The educational background required for this position includes a university degree in a relevant field, which should ideally be complemented by practical experience in the aviation sector. The degree should be recognized and relevant to the competencies required for the role, ensuring that the candidate has a solid foundation in the principles of training and assessment within the aviation context.

Experience:
The position requires a minimum of three years of relevant working experience, particularly in the areas of competence management and assessment within the aviation domain. Candidates should have a proven track record in developing and implementing training processes and policies, as well as experience in applying regulatory requirements to operational training and assessments. Experience in designing and delivering training programs for instructors is also crucial.

Languages:
Proficiency in English at level C1 is mandatory for this position, as it is one of the working languages of the Agency. Candidates should be able to communicate effectively in English, both verbally and in writing. Knowledge of French is considered an asset, as it may enhance communication within the multicultural environment of EUROCONTROL.

Additional Notes:
The position is offered as a five-year contract, with the possibility of extension or conversion into an undetermined contract after the initial period.
