Job Overview:
The Administrative Services Officer will play a crucial role in the daily planning and delivery of quality, customer-focused administrative services that support the operations of WFP in the country/location. This position is integral to ensuring that the administrative functions align with WFP’s strategic objectives and comply with corporate policies and standards. The officer will be responsible for developing annual plans and contributing to long-term strategies that enhance administrative processes. This role requires a strong focus on data analysis to provide accurate information for decision-making, as well as managing resources effectively to ensure timely and cost-effective operations. The officer will also be expected to foster a culture of environmental sustainability within WFP and support the capacity building of staff and partners through training and workshops. Overall, the position demands a proactive approach to delivering high-quality administrative services that meet the needs of WFP and its beneficiaries.

Duties and Responsibilities:
  • Contribute to and implement WFP country/regional plans, including administrative processes, aligned with regional and wider WFP strategies and policies.
  • Develop annual plans and contribute to longer-term strategies and improvements to policies, systems, and procedures.
  • Conduct complex data analysis to provide management and clients with accurate information and reports for efficient planning and decision-making.
  • Manage existing resources in the area of responsibility, including WFP managed facilities and travel management, while estimating new requirements for efficiency and cost-effectiveness.
  • Ensure compliance of services provided with the corporate Occupational Safety and Health Policy and recommend improvements to management.
  • Promote environmental sustainability in all administrative activities.
  • Guide and supervise junior staff, providing support with complex analysis and queries.
  • Build and maintain partnerships with WFP stakeholders, other UN agencies, and local government offices.
  • Support the capacity building of WFP staff and partners through training and workshops. 1
  • Provide support to Risk Focal points and the BCP Focal Point. 1
  • Follow standard emergency preparedness practices to ensure WFP can respond quickly to crises.

Required Qualifications:
The ideal candidate should possess a strong background in administration and finance, with experience supervising related areas. A certified language proficiency in relevant languages is also required. Experience working with other UN agencies and local government offices is highly desirable. The candidate should demonstrate the ability to provide direction and instruction to junior staff members within their area of expertise, showcasing leadership and mentorship capabilities.

Educational Background:
Candidates must hold a Master’s degree in business/public administration, engineering, or other relevant fields related to office management and administration. A Bachelor’s degree in the same fields is also acceptable, providing a solid foundation for the administrative responsibilities of the role.

Experience:
The position requires candidates to have gained substantial experience in administration and finance, particularly in roles that involve supervising other staff members. Experience with UN agencies and local government offices will be considered an asset, as will any prior experience in a humanitarian context or similar environments.

Languages:
Fluency in English (level C) is mandatory, along with intermediate knowledge (level B) of a second official UN language such as Arabic, Chinese, French, Russian, Spanish, or Portuguese, which are recognized as WFP working languages. This bilingual proficiency is essential for effective communication within the organization and with external partners.
