Job Overview: The position of Budget and Resource Analyst is crucial for supporting the delivery of budget and resource analysis and programming activities within the World Food Programme. The role involves collaborating with managers to apply best practices for the efficient, effective, and compliant utilization of funds. The analyst will contribute to the development and implementation of policies and procedures for budget and programming activities, ensuring compliance with WFP and functional strategies. This position requires a proactive approach to monitoring budget plans, managing pipeline requirements, and ensuring timely reporting and utilization of funds based on operational priorities. The analyst will also play a key role in supporting the capacity enhancement of junior staff and participating in training and learning opportunities to foster a knowledgeable and skilled workforce.
Duties and Responsibilities: The Budget and Resource Analyst will have a comprehensive set of responsibilities, including:
Contributing to the development and implementation of budget policies and procedures.
Compiling, preparing, and revising budget plans in compliance with established procedures.
Monitoring WFP’s corporate systems to ensure accuracy in budget-supporting documents.
Participating in closure activities for CSPs/RBPs and addressing open commitments.
Collating commodity pipeline requirements and preparing monthly pipeline reports.
Supporting the CO/RB team in monitoring resource pipelines across various modalities.
Checking accuracy in programming and utilization of funds and proposing corrective actions.
Documenting fund sub allotments and supporting the Resource Management Committee.
Supporting the management of Global Commodity Management Facility supply lines. 1
Enhancing the capacity of junior staff through training and mentorship. 1
Collecting inputs and drafting reports for informed decision-making. 1
Contributing to the development of systems and processes for better budget management. 1
Participating in internal meetings and committees to provide budget-related insights. 1

Required Qualifications: Candidates must possess a strong foundation in budget management and resource analysis, with experience in preparing and reporting on operational budgets. They should demonstrate analytical skills and resourcefulness, with the ability to work with large datasets and present information effectively. A good understanding of financial systems and operational planning processes is essential, along with the ability to meet tight deadlines and work collaboratively in diverse teams. The role requires a proactive approach to problem-solving and the ability to communicate effectively with various stakeholders.
Educational Background: The position requires an advanced university degree in Business Administration, Statistics, Finance, Economics, or a related field. Additional professional training in project management, statistical analysis, or operational planning and management is highly desirable, as it enhances the candidate's ability to perform effectively in this role.
Experience: Candidates should have some experience in budget management and resource analysis, with a willingness to strengthen their skills in these areas. Experience in working with large datasets and performing basic analytics is also important, as is the ability to present information in a clear and interpretable manner. The role may require familiarity with operational planning and business processes, as well as the ability to apply these consistently in program implementation.
Languages: Fluency in English (level C) is mandatory for international professionals, along with intermediate knowledge (level B) of a second official UN language such as Arabic, Chinese, French, Russian, Spanish, or Portuguese. For national professionals, fluency in English and the local language of the duty station is required if different from English.
