Job Overview: The National Consultant for Men and Boys Engagement will play a crucial role in advancing gender equality and addressing gender-based violence (GBV) in the Philippines. This position is part of a broader initiative under the UNFPA's 9th Country Programme Document, which aims to strengthen the capacity of communities and institutions to challenge discriminatory gender norms and promote equitable behaviors. The consultant will be responsible for developing a national strategy to engage men and boys as proactive allies in promoting gender equality and preventing GBV. This includes designing and delivering training modules for various stakeholders, conducting situational analyses, and facilitating consultations with key informants. The consultant will work closely with government agencies, civil society organizations, and community-based organizations to ensure that the strategy is inclusive, evidence-based, and context-sensitive. The ultimate goal is to create a movement of empowered men and boys who actively contribute to gender equality and the prevention of GBV.
Duties and Responsibilities: The consultant will undertake a comprehensive set of duties, including conducting a situational analysis and desk review of existing policies and programs related to engaging men and boys in GBV prevention. They will facilitate consultations with stakeholders, develop a national strategy that outlines the roles of men and boys in preventing GBV, and design training modules for national stakeholders and community-based organizations. The consultant will also integrate gender-transformative approaches into the strategy and training tools, ensuring they are responsive to the needs of diverse populations. Additionally, the consultant will present and validate the strategy and training modules with stakeholders, conduct training sessions, and prepare final deliverables, including a consultancy report documenting the process and key findings.
Required Qualifications: Candidates must possess an advanced university degree in social sciences, public health, or related fields. They should have proven expertise in gender equality, GBV prevention, and social norm change, particularly in engaging men and boys. A strong understanding of the socio-cultural dynamics surrounding GBV in the Philippines is essential, along with familiarity with national strategies and policies related to gender and SRHR. The consultant should also have excellent analytical and strategic thinking skills, strong facilitation and communication abilities, and a commitment to gender equality and inclusion.
Educational Background: An advanced university degree in social sciences, such as social work, sociology, public health, child development, development studies, social policy, or related fields is required for this position. This educational background is crucial for understanding the complexities of gender issues and the dynamics of GBV in the Philippine context.
Experience: Candidates should have at least 5 years of progressive experience in designing and implementing gender-transformative strategies or programs, particularly those targeting men and boys in GBV prevention or SRHR advocacy. Experience in conducting qualitative research and stakeholder consultations is also necessary, along with a proven track record in developing training curricula and delivering capacity-building interventions for both national stakeholders and community-based organizations.
Languages: Fluency in English is mandatory, and proficiency in Filipino or other local languages is considered an asset. The ability to communicate effectively with diverse stakeholders across different levels is essential for the success of this consultancy.
Additional Notes: The consultancy is expected to last for 6 months, involving 60-person days of work. The consultant will be compensated on a per-deliverable basis, with payments structured around the completion of specific milestones. UNFPA will cover travel-related costs for the consultant, including airfare and daily subsistence allowances for fieldwork. The consultant is expected to work closely with UNFPA and the Philippine Commission on Women (PCW) throughout the project, ensuring that all deliverables are met in a timely and efficient manner.
