Job Overview: The consultancy position aims to contribute to the long-term reduction of gender-based violence (GBV) in the Philippines by engaging men and boys as partners in promoting gender equality. The consultant will develop a national strategy and training modules that focus on transforming harmful gender norms and preventing GBV. This role involves conducting situational analyses, facilitating stakeholder consultations, and designing capacity-building interventions that are context-sensitive and gender-transformative. The consultant will work closely with national and local stakeholders to ensure that the strategy is inclusive and responsive to the needs of diverse populations. The ultimate goal is to create a movement of empowered men and boys who advocate for gender equality and contribute to safer communities.
Duties and Responsibilities: The consultant will be responsible for a variety of tasks, including conducting a situational analysis of existing policies and programs related to GBV prevention, facilitating consultations with stakeholders, developing a comprehensive national strategy for engaging men and boys, designing training modules for national stakeholders and community-based organizations, integrating gender-transformative approaches into the strategy, and presenting the draft strategy for validation. Additionally, the consultant will conduct training sessions for national stakeholders and community-based organizations, gather feedback through post-training assessments, and prepare final deliverables, including a consultancy report documenting the process and recommendations.
Required Qualifications: Candidates must possess an advanced university degree in social sciences or related fields, with proven expertise in gender equality and GBV prevention. A strong understanding of the socio-cultural dynamics surrounding GBV in the Philippines is essential, along with familiarity with national and global strategies for engaging men and boys. The consultant should have excellent analytical and strategic thinking skills, strong facilitation and communication abilities, and a commitment to gender equality and the rights of marginalized populations.
Educational Background: An advanced university degree in social sciences, such as social work, sociology, public health, child development, development studies, social policy, social protection, economics, or other related fields is required for this position. This educational background is crucial for understanding the complexities of gender-based violence and the social norms that contribute to it.
Experience: A minimum of 5 years of progressive experience in designing and implementing gender-transformative strategies or programs, particularly those targeting men and boys in GBV prevention or sexual and reproductive health advocacy, is required. The consultant should have substantial experience in conducting qualitative research and stakeholder consultations, as well as a proven track record in developing training curricula and delivering capacity-building interventions.
Languages: Fluency in English is mandatory, and knowledge of Filipino or other local languages is considered an asset. The ability to communicate effectively with diverse stakeholders across various levels is essential for the success of this consultancy.
Additional Notes: The consultancy is expected to last for 6 months, involving a total of 60-person days. The consultant will be compensated on a per-deliverable basis, with payments structured according to the completion of specific milestones. UNFPA will cover travel-related costs for the consultant, while any additional personnel brought by the consultant will incur their own expenses. The work environment is flexible, allowing for remote work, but will also require in-person consultations and training sessions in designated locations.
