Job Overview:
The Food Systems Officer position is designed to support the operationalization of food systems activities in alignment with project documents and annual work plans, specifically tailored to the Beletweyne Area Office resilience strategy. The role involves providing technical inputs for the implementation of key agricultural activities, which include reducing post-harvest losses through training and the distribution of storage facilities, strengthening farmer organizations, and facilitating market access. The officer will also promote climate-smart agricultural practices and ensure that all implementation plans are inclusive of gender, nutrition-sensitive, and climate-resilient approaches. Regular liaison with cooperating partners, local authorities, and other field actors is essential to ensure the coherent delivery of activities. The position also entails organizing community sensitization and mobilization efforts to support activity design and beneficiary feedback, thereby enhancing local ownership of initiatives.

Duties and Responsibilities:
The Food Systems Officer will be responsible for a variety of key accountabilities, including but not limited to: supporting the operationalization of food systems activities in accordance with project documents and annual work plans; providing technical inputs for agricultural activities such as post-harvest loss reduction, strengthening farmer organizations, and promoting climate-smart agriculture practices; ensuring that implementation plans incorporate gender, nutrition-sensitive, and climate-resilient approaches; liaising with cooperating partners and local authorities for coordinated activity delivery; organizing community sensitization and mobilization efforts; supporting the establishment of community-based mechanisms; designing and rolling out field monitoring tools; participating in joint field missions and compiling reports; assisting in the compilation of progress reports and visibility materials; organizing capacity-building sessions for various stakeholders; providing technical guidance during field visits; facilitating procurement processes for agricultural tools and inputs; and tracking and reporting on asset distribution and compliance-related tasks.

Required Qualifications:
Candidates must possess a completion of Secondary School Education or a University Degree (Diploma/Bachelors) in fields such as Agriculture, Agribusiness, Agronomy, Environment and Climate Change, Rural Development, or International Development Assistance. Additionally, candidates should have strong knowledge of rural livelihoods, agricultural value chains, and smallholder support strategies, as well as an understanding of Somalia’s socio-economic and agro-ecological context. Proficiency in MS Office applications is also required, along with strong interpersonal skills and the ability to build relationships with diverse stakeholders.

Educational Background:
The educational background required for this position includes either a completion of Secondary School Education or a University Degree (Diploma/Bachelors) in relevant fields such as Agriculture, Agribusiness, Agronomy, Environment and Climate Change, Rural Development, or International Development Assistance. This educational foundation is essential for understanding the complexities of food systems and agricultural practices in the context of humanitarian efforts.

Experience:
Candidates should have at least 7 years of experience if they hold a secondary school certificate, or a minimum of two years of relevant experience in project implementation if they possess a University degree (Diploma/Bachelors). This experience should be particularly focused on agriculture, rural livelihoods/development, or food systems development, demonstrating a solid understanding of the challenges and opportunities within these sectors.

Languages:
Fluent knowledge (proficiency/level C) of both English and Somali is mandatory for this position. This linguistic proficiency is crucial for effective communication with stakeholders, partners, and beneficiaries in the field, ensuring that all activities are conducted smoothly and inclusively.
