The position of Team Leader Consultant for the UNSDCF 2022-2026 Evaluation is crucial for assessing the effectiveness and impact of the United Nations Sustainable Development Cooperation Framework in Eritrea. This role involves leading a team of evaluators to conduct a comprehensive evaluation that aligns with the Sustainable Development Goals (SDGs) and the national development priorities of Eritrea. The consultant will be responsible for developing the evaluation's methodological design, ensuring adherence to evaluation standards, and engaging with stakeholders to gather insights and data. The evaluation aims to provide evidence-based recommendations that will inform future development interventions and enhance the UN's contributions to Eritrea's progress.
Duties and Responsibilities:
The Team Leader will have several key responsibilities, including:
Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in development studies, economics, international relations, or a related field. A PhD is considered an asset. Additionally, a minimum of 10 years of professional experience in conducting program evaluations or reviews at the program and/or outcome levels with international organizations is required. At least 5 years of substantial experience in applying results-based management and evaluation procedures is essential. A good understanding of the 2030 Agenda and the SDGs, as well as knowledge of the UN System and UN Programming processes, is desirable. Experience working in multicultural and multidisciplinary teams, along with knowledge of gender equality, human rights, and inclusion issues, is also preferred. Familiarity with the context of Eritrea is an added advantage.
Educational Background:
The educational background required for this position includes an advanced university degree, specifically a Master's degree or equivalent, in fields such as development studies, economics, international relations, or related disciplines. A PhD is viewed favorably and may enhance a candidate's qualifications for this role.
Experience:
The position requires a significant level of experience, specifically a minimum of 10 years in conducting program evaluations or reviews, particularly with international organizations. Candidates should have at least 5 years of experience in applying results-based management and evaluation procedures, demonstrating a strong understanding of evaluation methodologies and practices. Experience in working within multicultural and multidisciplinary teams is also essential, as the role involves collaboration with various stakeholders.
Languages:
Fluency in spoken and written English is mandatory for this position. This proficiency is crucial for effective communication, reporting, and engagement with stakeholders throughout the evaluation process. Additional language skills may be beneficial but are not specified as mandatory.

- Ensuring that the evaluation process adheres to principles of gender equality, human rights, and inclusion, actively promoting these values throughout the evaluation.
- Acting as the primary point of contact for the Evaluation Manager and the Evaluation Steering Committee, facilitating communication and reporting on progress.
- Engaging with relevant stakeholders, including government officials, development partners, and the general public, to gather diverse perspectives and insights.
- Conducting data collection and analysis, synthesizing findings to draw meaningful conclusions about the UNSDCF's implementation and impact.
