Job Overview:
The consultant position focuses on developing a comprehensive roadmap for implementing disaster risk reduction (DRR) and climate change adaptation (CCA) strategies in the city of Belém, Brazil. This role involves identifying specific actions to enhance the integration of DRR and CCA into local policies, based on existing efforts and local risk knowledge. The consultant will work towards defining key milestones for the integration of these strategies within the municipal agenda for 2025-2026, ensuring alignment with national and state policies. The final report will serve as a critical tool for promoting resilience-building efforts in Belém, informed by climate data and early warning systems. The consultant will collaborate closely with various stakeholders, including government institutions and local communities, to ensure that the roadmap is actionable and responsive to the needs of the city.

Duties and Responsibilities:
The consultant will be responsible for conducting a detailed review of current policies, plans, and institutions related to disaster risk reduction and climate change adaptation in Belém. This includes synthesizing findings from literature reviews and data analyses to develop actionable recommendations for policy and practice. The consultant will engage with diverse stakeholders to facilitate inclusive consultation processes, ensuring that the perspectives of various groups, including women, are considered. Additionally, the consultant will identify opportunities for vertical and horizontal integration of DRR and CCA efforts, drawing on best practices from previous studies conducted in other regions. The final deliverable will be a comprehensive report outlining the roadmap for integrating DRR and CCA into local governance in Belém.

Required Qualifications:
Candidates must possess an advanced university degree (master's degree or equivalent) in environmental science, climate change, disaster risk management, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted. A minimum of five years of proven experience in conducting literature reviews, data analysis, and synthesizing findings into actionable recommendations is required. Familiarity with global climate change and disaster risk reduction frameworks, such as the Paris Agreement and the Sendai Framework, as well as experience with Brazilian DRR and CCA plans, is essential. Experience in CRM implementation and stakeholder engagement across various sectors is desirable.

Educational Background:
An advanced university degree (master's degree or equivalent) in a relevant field such as environmental science, climate change, or disaster risk management is required. A first-level university degree may be accepted in combination with additional qualifying work experience, demonstrating flexibility in educational requirements based on practical experience.

Experience:
The position requires a minimum of five years of relevant experience in conducting comprehensive literature reviews, qualitative and quantitative data analysis, and synthesizing findings into actionable recommendations. Candidates should have experience with global climate change and disaster risk reduction frameworks, as well as familiarity with Brazilian policies related to DRR and CCA. Experience in engaging with diverse stakeholders and facilitating inclusive consultation processes is also desirable.

Languages:
Fluency in English and Portuguese is required for this consultancy, as these languages are essential for effective communication and collaboration with stakeholders in Brazil. Knowledge of French is beneficial, as it is one of the working languages of the United Nations Secretariat.
