This role requires the officer to travel extensively within the region to oversee LFS activities, ensuring that they are conducted effectively and in accordance with established guidelines. The officer will be responsible for maintaining the technical integrity and quality of the LFS programming, which includes not only field activities but also the development of work plans and status reports as required by management. The position demands a proactive approach to identifying and addressing the needs of beneficiaries, exploring innovative ways to enhance assistance, and promoting technical improvements in both the hard and soft components of LFS programming. Additionally, the officer will play a key role in capacity building for LFS Assistants and ensuring that gender and protection considerations are integrated into all field-level activities.
Duties and Responsibilities:
The duties and responsibilities of the LFS Technical Officer include organizing and leading needs assessments, market assessments, focus group discussions, and community mobilization activities. The officer will supervise beneficiary selection based on project criteria and assist the LFS Project Manager and Coordinator in developing messaging related to project implementation. Regular monitoring visits and post-project evaluations will be part of the role, along with collaboration with agriculture research departments to prepare training materials and facilitate training for producers. The officer will also work closely with the Monitoring and Evaluation (M&E) Unit to track beneficiary feedback and organize field-level M&E activities. Responsibilities extend to preparing procurement requests, managing distribution sites, ensuring adherence to NRC Standard Operating Procedures, and maintaining relations with local authorities and implementing partners. The officer will be expected to propose initiatives to enhance LFS implementation quality and undertake any other reasonable tasks as assigned by supervisors.
Required Qualifications:
Candidates for the LFS Technical Officer position should possess a university degree, preferably in Agriculture or Economics. A minimum of three years of experience working in Livelihoods and Food Security programs is essential, along with at least two years of experience in implementing emergency and early recovery projects. Experience in agricultural and business support projects, as well as in delivering training to project participants, is also required. Proven skills in monitoring and documenting humanitarian projects, organizing activities at distribution sites, and conducting needs assessments are critical for this role. Additionally, candidates should have medium-level computer skills, particularly in Microsoft Word and Excel, to effectively manage documentation and reporting.
