Job Posting Organization: The position is located within the Programme Management Unit (PMU) of the Programme Management and Support Services Division (PMSSD) of the United Nations Economic Commission for Europe (UNECE). Job Overview: The Management and Programme Analyst will play a crucial role in the evaluation and management of various programs within the UNECE. This position requires a strategic thinker who can plan and manage evaluations in accordance with the ECE Evaluation Policy and UNEG Norms & Standards. The incumbent will be responsible for preparing cost evaluation plans, managing the Evaluation Fund, and overseeing evaluation consultants. The role also involves acting as the focal point for all evaluation and audit items presented to the Executive Committee, ensuring that the organization adheres to its evaluation policies and standards. The analyst will monitor the implementation of evaluation recommendations and support risk management efforts by developing and updating risk registers. Additionally, the position requires coordination of policy development and the promotion of evaluation findings to enhance organizational effectiveness. The incumbent will also be responsible for leveraging data analytics and AI applications to improve evaluation processes and outcomes, ensuring that the UNECE maintains high standards of quality and credibility in its evaluations.
Duties and Responsibilities: The incumbent will be responsible for planning and managing evaluations according to the ECE Evaluation Policy, preparing cost evaluation plans, and managing the Evaluation Fund. They will act as the UNECE focal point for evaluation and audit items, monitor implementation of recommendations, and support risk management through the development of risk registers. The analyst will coordinate policy development, update the UNECE Evaluation Policy, and promote the use of evaluation findings. They will also be responsible for data management and analysis, leading the development of AI applications for evaluation purposes, and providing quality assurance for qualitative data. The role includes supporting planning processes for the Proposed Programme Budget and performing other duties as required.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in business administration, evaluations, public administration, management, economics, or other relevant disciplines. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The position requires a minimum of seven years of progressively responsible experience in project or programme management, evaluation, administration, or a related area. Candidates should have three years of experience in evaluation, audit, or budgeting within an international organization, and experience in data analytics or related fields is desirable. Knowledge of AI applied to evaluation and experience in managing evaluations or audits are also preferred.
Educational Background: An advanced university degree (Master's degree or equivalent) in relevant fields such as business administration, evaluations, public administration, management, or economics is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is essential for understanding the complexities of program management and evaluation processes within the United Nations framework.
Experience: The position requires a minimum of seven years of progressively responsible experience in project or programme management, evaluation, administration, or a related area. Candidates must have at least three years of experience specifically in evaluation, audit, or budgeting within an international organization. Additional desirable experience includes data analytics, planning and preparation of programs and budgets, managing evaluations or audits, and liaising with intergovernmental and expert bodies. Familiarity with financial management systems and risk management in an international context is also beneficial.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of Russian or French is desirable, as these languages are also used within the UNECE. Proficiency in multiple languages can enhance communication and collaboration within the diverse environment of the United Nations.
