Job Overview:
The Resource Mobilization and Partnerships Specialist will play a crucial role in supporting strategic partnerships and resource mobilization efforts for UNFPA's country offices in the East and Southern Africa Region, with a particular emphasis on Middle-Income Countries (MICs). This position will involve working closely with management and program officers to advance UNFPA's mandate through effective contributions to resource mobilization and partnerships. The Specialist will be responsible for identifying and closing resource gaps, ensuring the integration of UNFPA's mandate within key strategic partnerships, and supporting regional efforts to enhance funding opportunities. The role requires a proactive approach to building relationships with various stakeholders, including government donors, international financial institutions, and private sector partners, to promote UNFPA's mission and objectives.

Duties and Responsibilities:
The duties and responsibilities of the Resource Mobilization and Partnerships Specialist include:
  • Providing support to Country Offices and the Regional Office on financing landscape analysis, identifying resource gaps, and partnership opportunities.
  • Co-leading the development, implementation, and monitoring of Resource Mobilization and Partnership strategies and plans, particularly for Middle-Income Countries.
  • Supporting the co-creation of UN Joint programmes aligned with national development priorities.
  • Advancing key relationships with bilateral and multilateral donors, international financial institutions, and private sector partners.
  • Conducting regular scans of the private sector for partnership prospects and ensuring due diligence processes are followed.
  • Collaborating with the Regional Resource Mobilization and Partnerships Advisor to develop corporate engagement packages and marketing materials.
  • Ensuring timely resolution of program implementation issues and submission of donor grant documents and reports.
  • Supporting country offices in conducting analyses to unlock financing opportunities and strengthen capacities in financing for development.
  • Co-leading capacity needs assessments and developing training packages in collaboration with regional and country offices. 1
  • Ensuring appropriate representation of UNFPA at resource mobilization and partnership platforms.

Required Qualifications:
The required qualifications for the Resource Mobilization and Partnerships Specialist position include:
  • A Master’s Degree or equivalent in Business Administration, Economics, Social Sciences, International Relations, Financing for Development, Sustainable Financing, Political Sciences, or a related field.
  • A minimum of 5 years of progressively responsible and relevant professional work experience in fundraising, marketing, corporate social responsibility, innovative financing, or project management.
  • Experience working in a Middle-Income Country is preferred.
  • Strong initiative, sound judgment, and the ability to work harmoniously with diverse staff members.
  • Knowledge of donor policies and procedures is a distinct advantage, along with experience in editing and reviewing donor agreements and reports.
  • Proven experience in managing partnerships and developing effective relationships with donors and stakeholders.

Educational Background:
Candidates must possess a Master’s Degree or equivalent in relevant fields such as Business Administration, Economics, Social Sciences, International Relations, Financing for Development, Sustainable Financing, or Political Sciences. This educational background is essential for understanding the complexities of resource mobilization and partnerships in the context of international development and humanitarian efforts.

Experience:
Candidates should have at least 5 years of progressively responsible and relevant professional work experience. This experience should encompass areas such as fundraising, marketing, corporate social responsibility, innovative financing, and project management. It is particularly advantageous if candidates have experience working in a Middle-Income Country, as this will provide valuable insights into the specific challenges and opportunities present in those contexts. Additionally, candidates should have a minimum of one year of experience at the international level, which will enhance their understanding of global resource mobilization strategies and partnership dynamics.

Languages:
Fluency in English is mandatory for this position. Knowledge of other official UN languages is desirable and can enhance a candidate's competitiveness for the role. Proficiency in multiple languages can facilitate communication with diverse stakeholders and contribute to effective partnership building.
