Job Overview:
The position of Consultant International Evaluation is crucial for conducting a mid-term evaluation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) for Gabon, covering the period from 2023 to 202

• The consultant will work under the supervision of an international consultant and is expected to produce several key deliverables, including a methodology report, a preliminary evaluation report, and a final report. This role involves assessing the effectiveness and relevance of the UNSDCF in relation to Gabon's national development priorities and the SDGs. The consultant will analyze existing documentation, conduct interviews with stakeholders, and evaluate the impact of ongoing programs, ensuring that the UN's interventions remain aligned with the evolving needs of the country.

Duties and Responsibilities:

• Context and Justification: The consultant will support the UN's efforts to evaluate the effectiveness of the UNSDCF, which serves as the strategic framework for collaboration between the UN system and Gabon. The evaluation aims to assess the alignment of the UNSDCF with national priorities and the SDGs, analyze the effectiveness of interventions, and provide recommendations for improvement.
• Objectives of the Evaluation: The consultant will evaluate the relevance, effectiveness, sustainability, and impact of the UNSDCF, ensuring that the needs of vulnerable populations are considered.
• Scope of the Mission: Responsibilities include reviewing programming documents, conducting qualitative interviews with key stakeholders, analyzing quantitative and qualitative data, and producing clear and detailed evaluation reports that articulate findings and recommendations.

Required Qualifications:
The consultant must possess a master's degree in relevant fields such as economics, sustainable development, program management, strategic planning, or business administration. A minimum of 10 years of experience in evaluating international development programs and strategies is required, particularly in contexts similar to Gabon. The consultant should have a deep understanding of UN systems, development cooperation frameworks, and issues related to the SDGs. Strong qualitative and quantitative analytical skills, along with excellent writing abilities for producing clear and persuasive reports, are essential.

Educational Background:
Candidates must hold a master's degree in one of the following areas: economics, sustainable development, program management, strategic planning, or business administration. This educational background is critical for understanding the complexities of development evaluation and the strategic planning processes involved in international cooperation.

Experience:
The position requires at least 10 years of professional experience in evaluating international development programs and strategies. This experience should include working in similar contexts to Gabon, demonstrating a comprehensive understanding of the challenges and opportunities in development evaluation. Familiarity with UN systems and frameworks is highly advantageous.

Languages:
Fluency in both English and French is mandatory, as these are the working languages of the UN Secretariat. The consultant must demonstrate proficiency in both written and spoken forms of these languages to effectively communicate findings and recommendations.

Additional Notes:
The position is expected to last for 20 days, focusing on the mid-term evaluation of the UNSDCF. The consultant will work in Libreville, Gabon, and will not incur any fees during the recruitment process, as the United Nations does not charge applicants at any stage.
