Job Overview: The Programme Policy Officer will provide crucial support to policy and program activities aimed at achieving the objectives of emergency response and organizational priorities. This role involves managing the overall program management of emergency response, emergency preparedness, and access activities. The incumbent will be responsible for planning and designing program activities, managing budgets, coordinating with various operational support units, and engaging in resource mobilization efforts. The position requires a proactive approach to integrating emergency response and preparedness into partnership strategies with key donors and partners. The officer will also contribute to the design and implementation of innovative approaches to enhance the effectiveness of emergency responses, ensuring that the organization can operate effectively even in resource-constrained environments. The role includes field visits to monitor program outputs and outcomes, ensuring that strategic objectives are met and that effective humanitarian assistance reaches those in need.
Duties and Responsibilities: The duties and responsibilities of the Programme Policy Officer include:
Overall management of emergency response programs, including planning and designing activities in collaboration with partners and beneficiaries.
Managing the emergency response budget, verifying budget plans and expenses, and monitoring expenditures against outputs.
Coordinating with operations support units to track resource availability for emergency response activities.
Engaging in resource mobilization efforts, including preparing proposals and developing advocacy packages.
Providing technical guidance and capacity building for WFP and cooperating partners on emergency programming.
Leading strategic discussions on integrating emergency response into partnership approaches with donors.
Supporting the design and rollout of innovative approaches to improve emergency response effectiveness.
Preparing accurate and timely reports on programs and activities for informed decision-making.
Conducting field visits to monitor program outputs and ensure progress towards strategic outcomes. 1
Leading emergency response efforts, coordinating with local authorities and partners, and managing delivery and distribution. 1

At least three years of postgraduate professional experience in program implementation and project management, preferably in humanitarian or development settings.
Experience in designing, implementing, and managing humanitarian activities and institutional partnerships is an asset.
Strong project management expertise and leadership experience.
Sound judgment, critical reflection skills, resourcefulness, and initiative.
Strong networking abilities and management of diverse stakeholders.
Excellent communication skills, both oral and written.
Educational Background: Candidates must possess an Advanced University Degree in relevant fields such as international relations, political or economic science, business administration, or other related academic areas. This educational background is essential for understanding the complexities of humanitarian work and program management.
Experience: Candidates should have a minimum of three years of postgraduate professional experience in program implementation and project management. Experience in humanitarian or development settings is highly desirable, particularly in designing, implementing, and managing humanitarian activities and building institutional partnerships. This level of experience is crucial for effectively navigating the challenges associated with emergency response and preparedness.
Languages: Fluency in both oral and written English and Myanmar is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders, partners, and team members in a diverse and multicultural environment.
