Job Description
Job Posting Organization:
The United Nations Development System was restructured on January 1, 2019, under the leadership of the UN Secretary-General to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in this reform, supporting countries in their development priorities and the attainment of the SDGs. The UN RCO in Praia, Cabo Verde, operates under the guidance of an empowered UN Resident Coordinator, who is the highest-ranking official of the UN Development System at the country level.

Job Overview:
The Development Coordination Officer, Partnerships, is responsible for providing substantive support for strategic planning and coordination of UN Country Team (UNCT) strategic partnerships aimed at achieving the SDGs. This role involves guiding the development and implementation of the UN Partnership Strategy, coordinating working groups for effective strategy implementation, and liaising with various UN entities to define value propositions for local partnerships. The officer will also advise on risks and opportunities related to partnerships, conduct due diligence on potential investments, and assist in strengthening local UN engagement with the private sector. Additionally, the officer will guide resource mobilization strategies and initiatives, monitor existing partnerships, and support the design and implementation of joint programs for resource mobilization.

Duties and Responsibilities:
  • Provide substantive support for strategic planning and coordination of UNCT strategic partnerships for SDG achievement, including guidance on the UN Partnership Strategy and coordination of working groups.
  • Conduct liaison with UN entities to package value propositions for local partnerships and advise on risks and opportunities.
  • Develop and implement resource mobilization strategies, monitor funding streams, and facilitate joint programming processes.
  • Work closely with the Resident Coordinator Office Economist to promote partnerships for financing SDGs.
  • Conduct knowledge management and capacity development activities related to partnerships and resource mobilization, including research and analysis of best practices.

Required Qualifications:
Candidates must possess a minimum of seven years of progressively responsible experience in providing strategic support to partnerships, project/programme management, resource mobilization, or development finance. Experience in developing and implementing partnership and resource mobilization strategies is essential, along with familiarity with the United Nations system and inter-agency coordination. Prior experience with innovative financing instruments and data analytics is desirable.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:

Experience in developing and implementing partnership and resource mobilization strategies is essential, and familiarity with the United Nations system and inter-agency coordination is desirable. Languages:
Fluency in both oral and written English is required, while knowledge of Portuguese is desirable. Knowledge of another UN official language is considered an advantage. Fluency is defined as a rating of 'Fluent' in all four areas (reading, speaking, writing, and understanding), while 'Knowledge of' is rated as 'Confident' in two of the four areas.
